Requeat for Ddvin~ Pa.~, ~ at Be#line Re~I The submitted Zoning Exhibit and S#e Plans for the Texas Sho~ Out have been reviewed in two of the work sessions with the City of Coppell staff. Tne commenls al both sessions have been taken into mind and many of the items that were noted have been reflected in out revised plans submitted November 2,1993. This letter outlines the descril~on of the S.U.P Request site plans, the City staff review items that have been included in the I~ans in detail and the variance items that are to be a pa~t of the S.U.P. Request. The end of the letter includes a summaq~ of our interest in the project and commitment to developing a quality driving range project. Description of project: The request for this Special use permit is located on private property that is zoned .Agricultural Uses which allows for this requested use of the land as a country club, golf course or driving range and related uses. This request forthe $.U.P. is for a lira#ed time period of (5) five yearn. The lot and block number are described as a portion of tract one and all of tract 9 with one acre excluded. The excluded acre is for future developrner~ and is nol pa~t of this S.U.P. The developer of the tract is Mr. W.S. Powell and Mr. James H Smith Jr. They will lease and operate the driving range. and surrounding this tract is owned by Mrs. Haltie M Leslie. The owner is in favor of this projects proposed use. The land will be developed with the building codes of the City of CoPl~ll in mind for ali pedod of the proposed S.U.P. request some #ems would be excluded. These are listed as variances which are part of this request. These are discussed on the following page. Itemt inclugM4 in the plant: 1. The surrounding zoning is all 'A' agricultural uses. There are no conflicts with adjacent developments. 2. The buildings betng placed on site are to be masomy. Sizes are shown on the plans. The Fire Marshall Ilas reviewed theses I:xJilding sizes and has no problem with providing protection as the project is p anned. 3. There is a Lone Star Gas, T. U. Electric and GTE Phone easements with exist on site and the development has taken that in to mind. 4. The topography of the Me is slightly sloping and drains to the west nol requiring any drainage im~ other than exist along the 635 service road. Page two: 5. The detailed legal description of the site is not required for this type of S.U.P. request. This has been confirmed by the zoning department. 6. The Special Use Permit request is proce"~ for a (5) five year pedod beginning alter final approval of the S.U.P. by the City of Coppell. 7. The setbacks for the office building and storage building will be ,50 feet from Beitlina, the setback for the trash enclosure will be 20 feet. This will meet the need of the users and the developer. 8. The Driveway widths will be 30 feel wide and be separatad by over 150 feet. The fire lane will be 25 feat wide and the 23 pa~Jng spaces be 9 x 20 feet each except for (2) two handicap spaces which will be 14 x 20 feet. Ail paving will be concrete as per City of Coppell codes. This will meet the need of the users and the developer. The median openning in Belt#ne Road will remain the at the existing location. 9. The site edges will be landscaped as per the ordinance unless noted in the variances portion of this letter. Trees and grasses will be instalMd as per the City ordinances along all edges of the site. Irrigation of these areas will be provided by truck watering, well water and automatic irrigation systems. 10. The sewer line is 1800 feet north of the site northern boundary. A Incinolete towiet system may be the only towiet to be provided on site. In any case one towiet unit will be propo~ as the ussage of towel facilities at driving ranges is very limited. This will meet the need of the users and the developer. At this time the developers have met with Mr. Steve Gorham with the Public Works Department and are investigating the running of a 4' temporary sewer line to the site. We will be prepared to provide this after the economics of the cost to run this line has been studied. We will know this prior to our meeting scheduled on November 18,1993. 11. The water line is 1250 feet north of the northern boundary. Free use of refrigerated bottled water Ozarka water will be provided during driving range hours of operation for patrons to use as drinking water. This will meet the need of the users and the developer. At this time the developers have rnat with Mr. Steve Gotham with the Public Works Department and are investigating the running of a 2" temporary water supply line to the site. We will be prepared to provide this after the economics of cost to run this line has been studied. We will know this prior to our meeting scheduled on November 18,1993. 12. Them are ne'City of Coppell fire hydrants near the site. They are about 1250 feet away and the City Fire Marshall has expressed that the size of this development doe not require a fire hydram. 13. The zoning code does not speak to calculating parking spaces for driving ranges and we did not have any comments from the City staff about of calculations that we used. The paddng spaces have been calculated by providing I space for 2 users of the driving range and providing 2 spaces for the employee and or operators. This would tofai 25 parking spaces. This will meet the need of the users and the developer. 14. The electrical power needs are to be provided by T.U. Electric from the existing power poles along the eastern sldelof the site. 15. The phone use by'the developer will be provided by GTE from the existing phone lines on the east side of the site. 16. The night lighting for use at night will be provided on poles with 250 watt lights. The lights will be turned off at 10.'00 P.M.. each night. The lights will be pointed at the greens and open areas. 17. The Leslie house is over 115 feet away from the northern edge of the site and ~ not be in range 18. An access easment is provided through the proposed parking lot to the one acre tract. The easement Hill be 25 feet wide. Page three: Vlrilltce lit[el : 1. Side walks: City Ordinance requires sidewalks along the Beitltne Road frontage. These are not a part of the request due to the duration of the driving range and lenght of period requested in this S.U.P. request. Aim there are no side walks existing north or south of the site for over one mile. Due to the temporary use of this site the City can always require these items from a more permanant develdpment in the future. 2. Sawer: The project is proposing to install one towel*system in the main office building for use by the public. This is an Inoinolet State Water Commission approved system which is proposed instead of a typical sewer system. A copy of this information has been provided to the City staff for reviaw. A temporary 4' sewer line acceptable to the Public Works Department is being reviewed for e~onomic cost and we will know this cost prior to our next meeting on November 18, 1993. 3. Water: The project is proposing to utilize the owners well water to provide water to the site for watering the landscape and grasses for the clrhfing range. The City water line that exists is over 1250 feet away and a 2' temporary water line minimum size is required by the City of Coppeil Public Works Department. The inclusion of a 2' temporary water line acceptable to the Public Works Department is under study at this time and we will know this cost prior to our next meeting on November 18, 1993. 4. Primary Image Zone: The site is adjacent to a primary image zone and this requires many items including I;mdscape and brick pavers. The project is proposing the landscape intpmvements but due to the temporary uses on the land the use of brick pavers at the two entries to the parking ldts would be an aconomic burden to the project and are not part of this request. Due to the temporary use of this site the City can always require these items from a more permanent development in the futura. 5. Landscape for open spaces: The landscape ordinance requires trees be planted at I tree per 4000 square foot of open space. The requiremsnt does not work well with a driving range where clear view and driving is inhibited by this many trees We will provide trees for the open space at a factor of I tree per 40000 square feet of open space. These opens spaces and landscape edges may be irr~ated by truck watering, well water and automatic intgatk~ systems. Summary of Development: 1. The development is good for CoPPelI, Texas. The development will provide the needed development along the north side of 635 freeway. The project will increase the emplyment and tax base of the City of Coppell, Texas. 2. The development will beautify the entry to Coppell, Texas. The driving range will be a maintained facility and a quality ~ with all the landscaplng the c#y requirss ak)rig the edgas of the ~e. A~Of the site will be mawed and the image of vacant from land wii be improved. 3. The use of all masonry structures and concrete paddng lots will reflect a quality dev--. The project S.U.P. request is for five years and if a major devek~ment is interested in pumhasing the pmparty for a higher use from the owner provisions are allowed for by out by the owoe~ so that the approval of this ddvlng range will not in any way exclude a higher use development for the site at any time.
