Box 478 Coppell, Texas 750~ 9 The City With A Beautiful Future 214-462-0022 November 14, 1997 Ms. Tracy Garman 707 Cambridge Manor Coppell, Texas 75019 Re: Revised Floodplain along Denton Creek / Stratford Manor Subdivision Dear Ms. Garman: During our conversation on November 13, 1997, you expressed interest in the revisions to the floodplain along Denton Creek east of MacArthur Blvd. and north of DeForest Road. As I stated, the floodplain in this area was revised by the Federal Emergency Management Agency (FEMA) on July 23, 1997. In essence, this revision removes most of the land east of MacArthur up to the east side of Cambridge Manor Estates from the floodplain. Just because the land has been removed from the floodplain does not necessarily negate the need to fill portions of the land. In many instances, development adjacent to creeks or in reclaimed areas has a minimum finish floor elevation driven more by the flow line of the sewers as opposed to the required elevations based on the floodplain. Until such time as construction plans have been submitted, the City is not in a position to determine how much fill will be placed on the property when it is developed. You also stated that it had come to your attention that some of the lots in the proposed Stratford Manor Subdivision have been sold. While that did not completely surprise me, I stated that there has been no construction plans submitted to the City on this project nor any interaction between the developer of this project and the City of Coppell's Engineering Department in over three months. Included with this letter is the information provided from FEMA concerning the removal of the referenced area from the floodplain. If you should have any questions or need any clarification on reviewing the enclosed data please feel free to contact this office at your convenience. Sincerely, · G iffin, P.E. Director of Engineering and Public Works file/floodplain/garmenll.97 e F i!'-Emergency Management Agency Washington, D.C. 20472 CERTIFIED MAIL IN REPLY REFER TO: RETURN RECEIPT REQUESTED Case No.: 97-06-503P The Honorable Candy Sheehan Community: City of Coppell, Texas Mayor, City of Coppell Community No.: 480170 255 Parkway Boulevard Panel Affected: 0010 E Coppell, Texas 75019 Effective Date of This Revision: 102-I-A-C Dear Mayor Sheehan: This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FI S) report for your community in accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated May 6, 1997, Ms. Sabine Borgnet-Harris, Halff Associates, Inc., requested that FEMA revise the FIRM and FIS report to show the effects of corrections to the effective hydraulic analysis and effective FIRM and FIS report along Denton Creek from just downstream of the convergence to approximately 1,450 feet upstream of the divergence of Old Denton Creek and along Old Denton Creek from its convergence with to its divergence from Denton Creek. The corrections made as part of this revision are listed below. · The effective hydraulic analysis shows Denton Creek and Old Denton Creek share a common floodplain. This study is incorrect because high ground separates Denton Creek from Old Denton Creek so that each stream has its own floodplain. As part of this revision, the effective hydraulic analysis was separated so that each stream has its own hydraulic analysis. · The effective floodway analyses for Denton Creek and Old Denton Creek showed floodway topwidths that were greater than the topwidths of the floodplain of the flood having a l-percent chance of being equaled or exceeded in any given year (base flood). The topwidths were corrected as part of this revision. · The effective floodway analysis for Old Denton Creek showed floodway topwidths that did not match those shown on the effective FIIhM. These discrepancies were corrected. · The cross-sectional distamces shown in the effective hydraulic analyses along the revised reach for both Denton Creek and Old Denton Creek did not match the distance shown on the effective FIRM and Flood Profile panels 08P, 09P, and ! I P. These discrepancies were corrected. · The configuration of Denton Creek and Old Denton Creek in the effective hydraulic analysis did not match the configuration shown on the effective FIRM. Minor changes were made to the geometry at Cross Sections 23800, 24400, and 24700 to correct this discrepancy. All data required to complete our review of this request were submitted with letters from Ms. Harris. Because this Let~r of Map Revision (LOMR) is being issued to correct a mapping or study analysis error, fees were not assessed for the review.
