Dear Mr. Young:
In accordance with our discussions at the October 21, 1999 progress meeting, we submit the
following construction phasing/traffic control plan for your revi~v and approval:
Phase 1: Detour traffic off of the section of Coppell Road ~'om SH 121 to the Mansions
main entrance and close that section of the roadway. Upon closure of that section of the
roadway, EBCC would excavate, lime stabilize, and pave that portion of the job and reopen the
road to traffic. The roadway would be closed for approximately six weeks. The water line in
that area must be laid and pass all tests prior to closure of the roadway.
Phase 2: The City has requested that we consider constructing of the multi-barrel box
culvert crossing in two stages rather than one stage while maintaining two way traffic on Coppell
Road. As a result, this phase will be comprised of two stages. Stage 1 will include construction
of a detour on the west side of the existing roadway and shoring the edge of the roadway to
allow for construction of the downstream portion of the box structure. Stage 2 will include
construction of a detour over the newly constructed box and shoring that edge to allow for
construction of the remainder of the box structure. This phase will take three to four months to
complete and can occur simultaneously with phase 1. The additional cost for construction of the
box in this manner is $267,200.00.
Phase 3: This phase will include construction of the roadway between the Mansions
main entrance and Parkway Boulevard. This portion of the project will be constructed while
maintaining one way traffic from the Mansions entrance traveling toward Parkway Boulevard.
The excavation, lime stabilization, and concrete paving will occur in two stages to accommodate
maintaining one way traffic during construction. This work will take approximately two months
to complete.

Phase 4: This phase will include construction of the roadway between Parkway
Boulevard and Sandy Lake Road. This portion of the project will be constructed while
maintaining one way traffic from Sandy Lake Road traveling toward Parkway Boulevard. The
excavation, lime stabilization, and concrete paving will occur in two stages to accommodate
maintaining one way traffic during construction. This work will take approximately two months
to complete.
Constructing the excavation, lime stabilization, and concrete paving in this manner will add a .
considerable amount of additional cost to the project. We bid this project as a three phase project
and this plan completes the same work in essentially five phases. Our additional cost for
constructing the project in this manner is $120,800.00.
