Dear Mr. Young:
It is our understanding that the construction easement that prevented the start of this project is
still is some type of litigation and that we have been directed to suspend any construction activity
in the easement area. Installation of the water line and the box culvert are affected by this work
suspension and both activities are on the critical path for the project. As a result, we request that
time charges be suspended until this issue is resolved and we can begin construction in this
easement area.
