Box 948 Coppell, Texas 75019 ATTN: Mr. Mike Shipman, President RE: Pavement Subgrade Construction Criteria Overton Bank & Trust Building 102, N. Denton Tap Road Coppe11, Texas Dear Sir: This letter is to follow up our phone conversations on October 31, 1995 with Mr. Atul Patel, Engineer for City of Coppell and ~. David Dorris, Project Manager for Innovative Developers, Inc. wherein the above referenced matter was discussed. Mr. Patel asked if the cement treated base should be used for the pavement subgrade instead of the lime stabilization scheme which had been ruled out based on our previous test results ( see Letter of October 28, 1995 ). The following is to further evaluate our analysis and comments with Mr. Patel and Mr. Dorris: ~N]~LYSIS ~ND COMMENTS: 1. Since the pavement subgrade soils are tested to be of iow to medium Plasticity Indices ( P.I. of 9 to 15 or less ) and are relative inactive, we deem that there is not a necessity to use the cement treated base. This scheme is just optional only if the owner wants to increase the service life of the pavement. 2. For the City Approach, Fire Lane and the Drive-In Bank paved areas, according to Mr. David Dorris, a 6.0 Overton Bank & Trust Bldg., Coppell, Tx. Page 2 of 2/ 95-173-1 inches thick, 3,000 PSI concrete would be used while over the general parking area, a 5.0 inches thick pavement would be adopted ( using the same concrete strength ) as called for by the project Civil Engineer. 3. We mentioned to Mr. Patel that the construction methods and specifications for the City Approach would be complied with according to the City's Building Codes / Specifications. Whether there will be a need to increase the pavement thickness or the concrete strength for the City's Right-Of-Nay / Approach ( as an alternative for the deletion of the optional cement treated base if the City has ever decided to specify such a requirement with regard to a low P.I. subqrade soil ) will be determined by the City of Coppell and IDI, the General Contractors will be notified accordingly. For the Bank's serviced pavement areas ( private property sections ), we feel that the owner ought to have their own choice of options because they have a limited budget and will probably ( after the construction warranty period ) assume the maintenance over the service life of the pavement. We trust this is the information requested. Thank you. Yours very truly, PARKLAND ENGINEERING & TESTING, INC. Peter Yu, M.S., P.E.
