Texas Dear Sir: This letter is to follow up our phone conversations on october 31, 1995 with Mr. AtUl Pate1, Engineer for city of Coppell and Nar. David Dorris, Project Manager for Innovative Developers~ InD. wherein the above referenced ~atter was discussed. Mr. Pats1 asked if the cement treated base should be used for the pavement subgrade instead of the lime stabilization scheme WhiCh had been ruled out based on our previous test results ( see Letter of October 28, 1995 ). The following is to further evaluate our analysis and comments with Mr. Patel and Mr. I)orri~: 1. Sines ~he pavemen~ subgrade soils are tested to be or low to medium Plasticity Indices ( P.Z. of 9 to 15 or less ) and are relative inactive, we deem that there is not a necessity to use =he cement treated base. This scheme is just optional only if the owner wants to Lnorease the service life of the pavement. 2. [,age 2 of 2/ 95-173-1 'inohes thick, 3,000 PSI concrete would be used while over the general parking area, a 5.0 inches thick pavement would be adopted ( using the same concrete strength ) as called £or by the project Civil Engineer. 3. We mentioned to Nr. Patel that the construction methods and specifications for the ~it~ &~proae~ would be complied ~ith according to the City's Building Codes / Speci£ications. Nhethe: there ~ill be a need to increase the pavement thickness e: the concrete strength for the City's Right-Of-Way / ~pp~o~eh ( as an alternative for the delet4on 2r%a~_e_d b_&se if....the,~ltv such a reguir~ment with reaa~d to a 1~ P~,~ s~b~ade ~ ) will be determined by the City of Coppell and IDI, the General Contractors will be notified accordingly. For the Bank's serviced pavement areas ( private property sections ), we feel that the owner ought to have =heir own choice of options because they have a limited budget and will probably ( after the construction w~r=ant_v Derip~ ) assume the maintenance over the service l~ffe of the pavement.
