Town Center L1B1-CS 950720 CITY OF COPPELL PLANNING DEPARTMENT STAFF REPORT CASE: TOWN CENTER, LOT 1, BLOCK 1, FINAL PLAT (OVERTON BANK) P & Z HEARING DATE: July 20, 1995 LOCATION: At the northeast comer of Denton Tap and Sandy Lake Roads SIZE OF AREA: 1.489 acres for a 6,587 sq. ft. bank with a 1,938 sq. ft. drive- through motor bank with 6 drive-in lanes. Box 948 Dallas, TX 75248 Coppell, TX 75019 (214) 931-0694 (214) 304-8466 HISTORY: The preliminary plat was approved by the Planning and Zoning Commission on June 15, 1995 and by the City Council on July 11, 1995 TRANSPORTATION: Denton Tap Road is a P6D, six-lane divided thoroughfare built to standard in a 100 foot right-of-way. Item 12 SURROUNDING LAND USE & ZONING: North - vacant; Town Center "TC" South - Town Oaks Centre; Commercial ~C" East - Chaucer Estates; Planned Development "PD~ SF-7 West Woodside Village of Coppell; Commercial 'C~ COMPREHENSIVE PLAN: The 1987 Plan showed Town Center. DISCUSSION: The project site lies at the city's premiere primary image zone and the bank's southwest orientation will create a strong visual character for the Denton Tap and Sandy Lake intersection. Initially, access to the bank will be from Sandy Lake Road and as Lot 2 develops both lots will share a mutual access along Denton Tap Road. The site is heavily wooded with numerous large caliper post oak trees. The siting of the proposed building and the placement of parking spaces has considered the location of numerous trees worthy of preservation. The developer has agreed to clearly mark and protect the base of all trees to be maintained. There was some concern expressed at City Council's preliminary plat approval meeting, that the applicant needed to show more sensitivity to a group of oak trees at the main exterior to the bank. City Council expressed a desire to preserve more of those trees, if possible. The brick screened dumpster presently partially located on Lot 1 and 2 will have to be relocated to a site agreed upon by the City Engineer. RECOMMENDATION: Staff recommends approval of this final plat subject to the following conditions being met: 1. Revise signature block for P&Z Chairman, P&Z Secretary and City Secretary. 2. More sensitivity to main entrance tree preservation. 3 Relocate the brick screened dumpster to a site agreed upon by the City Engineer. 4 All impact fees being paid.
