Mockingbird Lane, Suite 230E Dallas, Texas 75247 Re: Coppell Road Reconstruction SH 121 to Sandy Lake Road Coppell Project #: ST 98-01 Dear Mr. Young: As you are aware, this project was not awarded in accordance with the original time schedule and from our perspective there was a significant concern regarding the eventual award the project because of the easement problems encountered by the City of Coppell. As a result, the PVC pipe necessary to construct the water line wasn't ordered until Coppell's City Council awarded the project and we were confident that EBCC would construc.t this project. Throughout the summer, PVC pipe has been in short supply and has experienced numerous price increases. At the time our utility subcontractor placed his order for the pipe, he contacted four suppliers and all of the suppliers confined that they couldn't supply the job prior to mid to late November 1999. He contacted the following suppliers: Hughes Supply, Ferguson, US Filter, and ACT Supply. Since the water line controls the critical path for the project and the non-availability of the pipe is directly attributable to the delay awarding the project, it is our position that time charges should be suspended until the water line pipe is available and our utility subcontractor begins installation of the pipe. Mockingbird Lane, Suite 230E Dallas, Texas 75247 Re: Coppell Road Reconstruction SH 121 to Sandy Lake Road Coppell Project #: ST 98-01 Dear Mr. Young: At the previous bimonthly meeting, your office requested that EBCC investigate the possibility of installing pre-cast box culvert sections along the portion of the box culvert that crosses Coppell Road. Our box culvert subcontractor has studied this proposal and feels that because of the close proximity of bends in the box near the existing roadway and the skewed angle at which the box will cross the roadway that utilization of pre-cast .sections to cross Coppell Road will not significantly decrease the amount of time necessary for road closures and will significantly increase the cost for construction of the box culvert. Currently, it is our intent to cast the box in place and minimize the duration of the required road closure for this task. We anticipate that the road will need to be closed for 30 working days to complete the box work. Another option for construction of the box may be to construct the box in two stages and build a detour to handle the traffic. In either case, two stage construction or pre-cast construction, our box subcontractor will need additional guidance (plans) prior to pricing the work.
