The following is our understanding of the subject matter covered during the subject meeting.

'rhe meeting was led by Larry Davis who will be the inspector for the City until such time as Garreth
Cmnpbell hd<es the project. Other attendees introduced themselves as follows: Kent Collins is the engineer
for the City, Danny Weger represents the subcontractor doing the box culvert, Robert Weber is the Projeci
Engineer tbr Ed Bell Construction, Gary Pryor will be the project superintendent forthe project, m~d Tric ia
Halley represents Freese and Nichols. Ms. HatIcy noted that the pri mary contacl should be Kevin Young
who was the design engineer. Mr. Alan Greet is the engineer of record for the project.
The/bllowing items were discussed:
Mr. Weber led a discussion regarding the availability problems they are encountering with PVC
pipe. He noted that the pipe for this project was ordered approximately one month ago. It is
expected to arrive at the jobsite in November.

.In order to avoid a delayed start on the project, Mr. Weber requested that the City allow
approximately 100' of water line to be constructed beneath the box culvert now. Then the
remaining water line would be completed after the shipment of pipe arrives. This would 'allow
construction to begin on the box culvert. Mr. Davis indicated that the pipe should be plugged and
pressure tested prior to placement of the box.
Ed Bell indicated that they will begin staking tile project next week. Mr. Davis asked that all
questions regtu'ding the control data be directed to Freese and Nichols. It was noted that Kevin
Young would be the appropriate person to contact.
Mr. Weber provide the City with a construction schedule. He stated that this schedule is based
on closing the road in three phases. They had not planned on ~naintaining one-way traffic. Mr.
Collins indicated that the City and residents are very concerned about the traffic situation. Mr.
Davis asked Ed Bell to submit a detailed letter to Freese and Nichols tbr review and approval.
Mr. Davis indicated that the delay in placing the water line will work well with the situation at GTE.
They apparently have some waterlines shut down in the area due to other construction activities.
Mr. Davis expects these operations to be completed prior to the November pipe delivery.
Mr. Weber asked about the 12-31-99 completion date. Mr. Davis indicated that the date in the
contract is still valid. Ed Bell is concerned that they will not meet this date. Mr. Davis asked that
a letter specifying their concerns be sent to Freese and Nichols.
Mr. Weber asked lBr the name and phone number of tile property owner whose hind was
condemned. Mr. Collins will provide that information to him.
Ed Bell and Coppell Construction indicated that they had no technical questions regarding the pkms
at this time.
Subndttals, including mix designs, data for piping, wdves, RCP, ',and subgrade inlbnnation, are to
be dirccted to Freese and NichoIs who will forward them to the City.
Ed Bell will video tape the job prior to start of construction, Mr. Davis asked that a copy of the
tape be provided to the City.
Mr. Colllins indicated that the property owners have been notified of the project.. Mr. Davis
indicated that the Contractor might want to meet with the propert:y owners prior to start of
construction.

Biweckly site visits by FN will be set up for Wednesday mornings. The pay applications will need
to be directed to FN. The contractor should allow for a 3 to 5 day review by FN, 3 to 5 day
review by the City and 2 weeks in tinance.

The City will provide the testing lab for the project. The Contractor will be responsible li.~r
fetesting or additional testing.
14.
Ed Bell will begin locating utilities next week. They are also working on a disposal location
excess material.

The Contractor was given contact names tbr the Mansions and GTE regarding sprinkler lines ~m.d
gas service lines.
16. F.N and Mr. Collins will check on the status of the TxDOT permit.
17.
Mr. Collins again voiced his concern regarding the construction sequencing plan. Mr. Campbell
mentioned a desire to eliminate traffic from SHI21.
18.
Mr. Weber indicated that they will be using a batch plant for the concrete. They have not located
a site at this time. Mr. Davis pointed out that it is desired that the site be in Coppell.
19. Attendees will be notified of another meeting most' likely to be held on September 22.
