Box 478 Coppell, Texas 75019 Re: Flood Study on i0 Acre Site East of MacArther Blvd. And South of Sandy Lake Road in Coppell, Texas Dear Mr. Griffin: In response to your letter of October 9, 2000 (attached), there are two issues that you referenced. First, you are concerned that there is a wetland designation on the subject property, and second you are confused as to why we are submitting another Conditional Letter of Map Revision (CLOMR). Regarding the wetland, in preparation for sale of the property a realtor contracted with Morrison Hydrology Engineering, Inc. (MHE) to determine a wetland delineation on the property in order to avoid any future conflicts. This study was completed on May 18, 1999. As a result of that study it was discovered that there were approximately 0.15 acres of wetland on the property. At that time this size wetland did not require Corps of Engineers notification. During the review process the Corps requested more information. This additional information did not affect the wetland delineation, it was mostly clarifying location, including a north arrow and this type of information. These revisions were made on May 30, 2000. The Corps notification you received was based on this data. A copy of the wetland delineation report is attached for your use. We have contacted the owner of the property and he informed us that they completed grading and fill of the wetland area prior to June of this year. This was when the new Corps wetland criteria went into effect. Any work prior to that time would fall under the old criteria. If this is the case the site would not require a permit. As to our submittal of a Conditional Letter of Map Revision (CLOMR) for the site, you may recall that we completed a CLOMR for this site combined with a 48-acre site owned by Mr. Lou Liebiwicz. In order to receive a final Letter of Map Revision (LOMR) as per the submitted CLOMR it would be necessary for both sites to be completed. Since this is not likely to happen, [ACCT NO.]C:',MY DOCUMENTS~.MY DOCUMEN'FS~FREESE~COPI 0AC.DOC now that the two sites have two different owners, we thought it would be cleaner to submit a "stand alone" CLOMR for the 10 acre site. When this site is complete, they could submit a LOMR and finalize the process without depending on the 48 acre site to be completed.
