Several SUP's have been grant~ over the l~t three montl~, and this request is an application for a sign not allowed under the existing site plan conditions. TRANSPORTATION: Denton Tap Road is a P6D 6 lane divided thoroughfare built to standard in a 110 foot r.o.w. SURROUNDING LAND USE & ZONING: North- vacant parcel, then office building; "TC" Town Center South -bank building; "TC" Town Center East - city building (Justice Center); "TC" Town Center West -residential across Denton Tap Road; 'PD-SF-9" residential planned dev. Item# 11 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for neighborhood retail. DISCUSSION: This application is the outgrowth of a request to modify the signage regulations regarding this shopping center. Specifically, the existing ordinance requires all signage to be installed with neutral colors including white, tan and other non-obtrusive colors. All tenants with permanent signage currently comply with thst stipulation. This applicant is a Blockbuster Video Store franchisee, and requests the Blockbuster ticket to be allowed with colors of blue and yellow. The size of the proposed sign measures 3 feet by 6 feet and is within the maximum size allowed. The Committee to Improve the Visual Image of Coppell (CIVIC) recommended to Council that all signs be of a restrained color (i.e., white, black, neutral, etc.). The applicant in this case, therefore, must submit a reason why our standards should be relaxed for this tenant. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: As stated above, the Committee to Improve the Visual Image of Coppell (CMC) report presented to Council in February of 1997 recommended that signage be restrained and in colors of white, grey, black, or neutral. Therefore, if the applicant can not prove to the Commission that there is a compelling reason to allow the blue and yellow Blockbuster sign, the request should be denied. If, on the other hand, the Commi.~sion feels the sign is warranted, staff will prepare an amending condition.
