HEARING DATE: December 8, 1998 LOCATION: Northeast comer of Denton Tap Road and Town Center Boulevard. SIZE OFAREA: 2.544 acres containing an approximate 25,000 square foot building. Box 177185 Dallas, Tx. 75219 Irving, Tx. 75017 (214) 219-4900 (972) 870-1594 Fax: (214) 219-4901 Fax: (972) 870-1598 HISTORY: This property gained site plan approval approximately one year ago and currently has a 25,000 square foot retail building being constructed on it. TRANSPORTATION: Denton Tap Road is a P6D 6 lane divided thoroughfare built to standard in a 110 foot r.o.w. SURROUNDING LAND USE & ZONING: North- vacant parcel, then office building; "TC' Town Center South -bank building; "TC" Town Center East - city building (Justice Center); uTC' Town Center West -residential across Denton Tap Road; "PD-SF-9" residential planned dev. COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for neighborhood retail. Item# 15 DISCUSSION: At first blush, this appears to be a pretty insignificant request-a proposal to add a monument sign to a commercial development. Upon closer observation, however, and being aware of the impact such a sign will have on the entire Town Center development, caution must be exercised as the request is reviewed. By that we mean is the sign absolutely necessary for properly advertising good~ and services offered by the center? Does the design of the sign compliment and retain the same architectural style of the building itself?. Are the colors proposed for the sign compatible with what is already existing in Town Center? During our initial review, the sign included business identification blocks. The applicant has eliminated them with this submittal. However, just because the sign ordinance allows a maximum 60 square foot sign, is it prudent for staff to recommend it considering the size of the center? These and other concerns leads staff to question the necessity for this sign. We could support a sign that is more in keeping with the development of Town Center. Although the Architectural Review Board has endorsed this design (there is some question regarding whether the Board even has to review signs), we feel modifications are in order. A sign similar to Wendy's-cast stone with more traditional lettering set into a brick pylon with cast stone trim-makes more sense here. The proposed stylized lettering with the extended diamond shape and red/black color does not compliment signage already in place within Town Center. If the sign is redesigned in such a way that it more closely relates to the architectural style of the center itself, and if the sign colors are toned down (read: get rid of the red color and the stylized "Eleanor") staff would be more inclined to support this request. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff could recommend approval of the request provided the applicant redesign the sign based upon our comments, consider reducing the size of the signage (l~erhaps a size more in line with a 4 foot by 8 foot dimension), and insure the location proposed does not cause a traffic hazard.
