Assistant City Manager Vi~yon Bo~nmn made the presentation to the
Council. He stated that Hr. David Lewis was present to answer any
questions the Council might desire. Following dis~ussion on this item,
Counc~lnmn Norton moved that it be tabled to the next Council Heating
for further review. Councilman Smothermon seconded, motion carried
unanimously with Councilmen Wllkerson, Horton, Smothermon, Co,man, Wolfe
and Stanton voting in favor of the motion.
BIDS
Item 11: Consider awarding of a bid for the construction of Beltline
Road north-south, sub, act to delivery of bonds, and
authorizing the Hayor to sign.
Hr. Kevin Pilfer and Hr. Wayne Cinn made the presentation to the
Council. It is their recon~nendation that the bid be awarded to Ed Bell
Construction Company in the amount of $5,540,642.41. It is anticipated
that the contract will take 540 calendar days for construction of the
six lane thoroughfare with $1,000.00 per day being stipulated as the
amount for liquidated damages should the contract run over the projected
time frame. The 540 calendar days begins the day notice to proceed is
issued. Following discussion by the Council, Councilman ~olfe moved
that the bid be awarded to Ed Bell Construction Company as recommended
by Cinn, Incorporated, subject to the delivery of bonds. Councilman
Co,man seconded; motion carried unanimously ~ith Councilmen Wilkerson,
Horton, Smothermon, Con, nan, Wolfe and Stanton votin$ in favor of the
motion.

Drive.
Hayor Duggan declared the Public Hearing open and asked for those
persons who wished to speak for the proposed annexation. There were
none. He then asked for those persons who wished to speak against the
proposed annexation. Again, th~ra were none. The Public Bearing was
declared closed. A second Public Hearing will also be held on this
annexation on the meeting of October 14, 1986.
The meeting was then closed as allowed under the Article previously
stated in Item I.

of Coppell Sign Ordinance; on property located on the
southeast corner of Sandy Lake Road and NacArthur Boulevard in
the Corners of Coppell Shopping Center.

Ms. Andrea Foreman made the presentation to the Council. Following the
presentation Mayor Duggan declared the Public Hearing open and asked

the proposed sign variance. Again, there were none. The Public Hearing
was then declared closed. Following discussion on this item Councilman
Wolfe moved that this sign variance be approved with the stipulation
that no more variances be requested at this location. Councilman Cowman
seconded and motion carried unanimously with Mayor Pro Tam Ware,

voting in favor of the motion.

Discussion was then held as to the proposed draft of an amended Sign
Ordinance. Following discussion on Chis item Mayor Duggan appointed a
Connittee composed of Councilman Morton, Councilman Wolfe, Attorney Jay
Turner and Chief Inspector Dale Jackson to york tosether on the various
items discussed and bring back for Council consideration a proposed
ordinance. Following further discussion on this item Councilman
Wilkersou moved chat chis item be tabled until such time as the sub-
committee is prepared to bring back a proposed and revised Sign
Ordinance. Couucilmau Morton seconded and motion carried unanimously
with Mayor Pro Tem Ware, Councilmen Wilkerson, ~orton, Cowman, Wolfe and

AN ORDINANCE OF THE CITY OF COPPELL, TEXAS. ANNEXING THE
HEREINAFTER DESCRIBED TERRITORY INTO THE CITY OF COPPELL, TEXAS, AND
EXTENDING THE BOUNDARY LIMITS OF THE CITY TO INCLUDE SAID PROPERTY
WITHIN THE CORPORATE LIMITS OF THE CITY AND GRANTING TO ALL INHABITANTS
AND OWNERS OF SAID PROPERTY. ALL RIGHTS AND PRIVILEGES OF OTHER CITIZENS
AND BINDING ALL INHABITANTS BY ALL THE ORDINANCES. ACTS. RESOLUTIONS
AND REGULATIONS OF' THE CITY; PROVIDING A SEVERABILITY CLAUSE; AND
PROVIDING THE EFFECTIVE DATE OF SAID OROINANCE.
WHEREAS, the City Council of the City of Cop@ell. Texas, finds that the
hereinafter described territory is contiguous and adjacent to the corporate limits of
the City of Coppoll, and does not exceed one-half mile in width; and
WHEREAS, the Building Official of the City prepared a service plan for the area,
a copy of which is attached hereto as Exhibit '*A*'; and
WHEREAS, after notice was duly given, public hearings on the proposed annexation
were held by the City Council all in eomDlianee with Article 970-A, Vernon*s Annotated
Civil Statutes of the State of Texas; and
WHEREAS, the City Council has concluded that such area should be annexed into
and made a part of the City of Coppoll, Texas:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the following described territory be, and the same is hereby,
annexed into and mede a part of the corporate limits of the City of Coppell, Texas,
and the same shall hereafter be included within the territorial limits of said City, and
the inhabitants thereof shall hereafter be entitled to all rights and privileges of other
citizens of the City, and shall be bound by the ordinances, acts, resolutions and
regulations of the City of Coppell, Texas.

is subject to legal annexation by the City o~' Coppeil, Texas. Therefore, if any provision
or' portion of the territory herein described is held to be invalid by a court of' competent
jurisdiction, such provision or portion of land shall be deemed as separate, distinct and
independent and such holding shall not affect the validity of the remaining provisions
of this ordinance or portions of land annexed by this ordinance.
SECTION 3. This ordinance shall take effect from and after its pasage as the
law in such eases provides.
