Dear Ms. Daneshmand:
Per our telephone conversation of April 16, 1990 and our subsequent meeting with Mr.
Johnny Thompson, this letter will summarize our understanding regarding Mr. Thompson's
property shown on the reduced topographic survey and letter (both attached) by Nathan D.
Maier, Consulting Engineers, Inc.
As you are aware, we have previously reviewed a tract (HRWS) adjacent to Mr. Thompson's
property for compliance with Ordinance No. 87390, and submitted a letter to you describing
the results of that review. The HRWS tract identified an area of ineffective flow in the Elm
Fork of the Trinity River. It is possible to place fill in an ineffective flow area without
affecting flood levels or velocities. Because of this, the area shown as "ineffective flow" on
Mr. Thompson's property could potentially be filled without affecting flood levels or
velocities. The colored areas on the reduced topographic map show the ineffective flow area,
and the area above the existing 100-year floodplain as determined by Nathan D. Maier,
Consulting Engineering, Inc.
According to Coppell Ordinance No. 87390, the area outside the 100-year floodplain may not
be filled unless a study is provided to show that filling this area would have no adverse
impact on flood levels or flow velocities. Also, any fill in this area would require
coordination with the Corps of Engineers under their Section 404 permit process.
The ability to fill within the ineffective flow area does not relieve the developer of the rest
of the requirements of Ordinance No. 87390, such as the requirement that the first floor of
all structures must be elevated 2 feet above the existing 100-year flood level and 1 foot above
the ultimate 100-year flood level.
