Dear Mr. Ratliff:
Enclosed is a plat taken from the Johnnie Thompson waterline request file which
apparently shows the ~undari~ of Mr. Thom~on's 3.74-acre tract of land ~ well as
the 4.55-acre tract of land to the west and the 10.0024-acre tract of land to the east.
The area marked in blue was a part of a larger tract of land which was annexed
by the City of Coppell on July 1, 1957, pursuant to ordinance which can be located
on pages 68 and 69 of the minute book of that date. The area marked in yellow is a part
of a larger tract of land which was annexed by City Ordinance No. 86-368 on October 28,
1986.
~sed u~n information that we received from Mr. Thompson, it appears that he
owns the trae~ of land marked in blue consisting of the west 4.55-acre tract and the
3.74-acre tract to the east. It is my understanding from the meeting with Mr. Thompson
that all of the structures under consideration have been placed on the property which
has been annexed into the city since July 1, 1957, which would make this property
subject to virtually all of the ordinances of the city.
It would appear that any remedy for ordinance violations resulting from Mr.
Thompson's construction within the area would be by obtaining a variance from the
City Co~eil, or in the ease of any problem with zoning, from the Board of Adjustment.
Since Mr. Thompson conten~ that he w~ mislead by oral representations from certain
persons associated with the City which lead him to believe that a portion of his property
was outside the corporate limits of the city, he shoed raise this point in his request
for variance. Without something in writing, the staff could not take this into
consideration.

This letter is a result of my preliminary investigation of the matter and is based
on the conclusion that al! of the construction violations are within the area marked in
