Townhouses-SY000824 (2)CDC Information Oeneral The project area consists of a 10-acre tract adjacent to MacArthur Road and south of Sandy Lake Road. This tract is shown on the drawing in this appendix. The project consists of fill in the floodplain with compensating excavation that results in no increase in flood levels and no decrease in 100 year flood storage. Hydrologic and Hydraulic Information The ten-acre tract is affected by the flood elevations fi.om the Elm Fork of the Trinity River. However, these elevations are blocked from the actual flow of the river. The area is in an ineffective flow regime and thus has no impact on flood elevations as long as storage levels are not reduced. This means that filling the tracts has no impact on the flood elevations. Storage Determinations It is important to offset any lost storage created by filling the tract. This is accomplished by excavating a portion of the adjacent tract as shown on the attached drawing. In order to determine the storage on the property before and after the proposed project a computer model was created by describing cross sections through the area. The results of this analysis are included in this appendix. Results The project site is in an area that receives floodwaters fi.om the Elm Fork of the Trinity River, but is isolated from the actual flow of the river. Because of this the area can be filled w~thout impact to the flood elevations of the river. This report has identified storage mitigation so that there is no net decrease in flood storage. CDC Forms All required forms in support ora CDC approval are included in this appendix. - - Standard CDC Form Instructions September 1998 This application should be completed according to the guidelines set forth in the 2nd Edition the CDC Manual. To initiate the Corridor Development Certificate (CDC) permit process, the developer should first contact the local government (City) for a pre-permit conference. The CDC/Floodplain Administrator of that local government determines whether the project lies within or partially within the Regulatory Zone. If the project lies completely outside the Regulatory Zone, the CDC/Floodplain Administrator is not required to take any further action beyond making this determination; no forms are required to be submitted and the CDC process ends at this point. If the project lies within or partially within the Regulatory Zone and there is a possibility that a CDC permit might be granted, the CDC Process must be followed. The Applicant should fill out Parts 1 and 2 of the Standard CDC Form and submit it to the CDC Floodplain Administrator -- unless the Applicant is seeking an exemption, in which case the Applicant must only complete Part 1. If the CDC/Floodplain Administrator decides at any time to deny a CDC permit, the CDC Process can be terminated. Information provided by the Applicant herein will be used by the City/County to evaluate this Trinity, River Corridor Development Certificate (CDC). This application is public information - and will be used by other relevant floodplain regulatory authorities, i.e., U.S. Army Corps of Engineers (USACE), Federal Emergency Management Agency (FEMA), and the Texas Natural Resource Conservation Cormnission (TNRCC).
