TRANSPORTATION: Howell Drive is a cul-de-sac serving the North Lake Estates subdivision. SURROUNDING LAND USE & ZONING: North- D.A.R.T. right-of-way; "C' Commercial and "LI" Light Industrial; South- vacant; "C" Commercial; East - North Lake Estates; "C" Commercial West - Pinkerton Elementary School; "C" Commercial. COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for Item # 6 DISCUSSION: One of the most important aspects of converting a residential property to a commercial use is the adequate provision of parking. Current city parking standards for a business building of this size is 4 off-street parking spaces. The existing parking spaces do not conform to city regulations in number nor layout. The applicant is a safety consultant to the construction industry, primarily utility contractors. The company anticipates minimal vehicular traffic on Howell Drive, as most of the company business is conducted at the client's place of business or project. To avoid constructing additional parking spaces, s~ff suggested that the applicant seek a special exception from the Board of Adjustment. At the Development Review meeting the applicant was urged to apply for the special exception at next month's Board of Adjustments meeting. The City has yet to receive an application from the a~licant. The exterior appearanc~ of the house will not be altered. There will be no exterior signage, the overall landscaping will remain intact except that thc planters in front of thc residential structure will be removed. RECOI~ATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the special use permit conditioned upon the Board of Adjustment granting a special exception to reduce the required number of parking space and subject to Engineering comments.
