REARING DATE: August 13, 1991 LOCATION: South of Sandy Lake Road along the east side of Riverchase Drive. SIZE OF AREA: 31.66 Acres. REQUEST: Approval of a preliminary plat. Central Expressway Dallas, Texas 75205 Suite 300 (214) 526-3000 Dallas, Texas 75231 (214) 739-4741 TRANSPORTATION: Future residents of this subdivision will gain entrance into the subdivision by way of Sandy Lake Road and MacArthur Boulevard to the south. ANALYSIS: Turnberry Village Addition has been submitted for your review and approval of a single-family preliminary plat, although technically, the zoning is (R) Retail, and (MF-2) Multi-Family-2. A zoning request was approved last year by the City Council to rezone the property from (R) and (MF-2) to (SF-7) Single-Family-7 on this parcel, and other parcels within the Riverchase development were rezoned for other uses as well. The owner of the property, First Gibraltar Bank, FSB, sent to the City a written request. The request addressed the bank's right to offer no objections to the rezoning', however, the bank requested that the City not adopt an ordinance for the rezoning until we received written approval from them. Staff has requested this letter from the developer, but as this report goes to printing, we have not received the letter necessary to change the zoning to (SF-7). If the letter is not submitted prior to the Planning and Zoning Commission meeting, then staff would recommend denial of the preliminary plat. ITEM 8 There is an existing grove of trees located along the north property line (parallel to Palmer Lane), that the developer wishes to preserve. The trees will be of additional value to the lots, and will provide beauty to the rear lots. Unfortunately, these trees weave in and out of the subject property and the property to the north. The applicant has requested to deviate from the subdivision requirement to provide alleys. The proposal is to delete alleys along the §olf course and adjacent to the trees. In summary, although the Comprehensive Master Plan proposes a more intense use than what is proposed, staff supports the low density proposal. We recommend approval of the preliminary plat, if a letter from First Gibraltar is submitted prior to the Planning and Zoning Commission meeting. One unfortunate characteristic of this site is the scarcity of native trees. The only nice trees existing on or adjacent to the tract are in a tree line which runs along the north line of Block "B". To my dismay, my engineer has told me that the construction of the proposed alley along this property line will cause all of these trees to die. In order to save these trees, I would like to amend our requested Variance No. 1 to include that no alleys be required along this southerly, north line as well as along the golf course.
