In October of 1999, the City began a project to reconstruct Coppell Road from S.H. 121 to Sandy Lake Road. Included in the reconstruction is improving the roadway from a narrow two- lane asphalt road to a concrete street with curbs and gutters and a width of 38 feet. In addition, an existing water line located along Coppell Road is being upgraded from a 10' diameter line to a 12" diameter line and drainage improvements are planned to accommodate storm runoff from future developments. Construction activities to date have included progress on the water line installation, limited storm drain construction, tree removal and fence relocation. These efforts will continue, however, the contractor expects to begin concrete paving operations in early January, with the first phase of paving being the east-west portion of Coppell Road from S.H. 121 to the main entrance to the Mansions Apartments. Staff has been in discussions with the contractor for this project and is proposing to close this section of Coppell Road while paving operations are performed. Based on information provided by the contractor, this section of paving would take approximately two months to complete. The contractor has indicated that closing the road will save approximately 4-6 weeks compared to paving one lane at a time in two phases. The result will be completion of this critical section of Coppell Road in as timely a manner as possible. The concern that Staff had with this proposal was the ability to provide access to the developments along this stretch of road. GTE Shared Services is located at the southeast comer of Coppell Road and S.H. 121. Closure of this section of Coppell Road will result in minor inconveniences to GTE employees as they will need to access the site via Canyon Drive or the northbound S.H. 121 frontage road. Staff has contacted GTE regarding this closure (see attached letter to Gilleli Berger) with a positive response in support of the closure in the interest of expediting construction (see attached letter from GTE). The only concern expressed was that motorists might use the GTE parking lot as a cut-through. GTE agreed verbally that appropriate use of signing will be sufficient to address this issue. Staff will continue to work with GTE on this and other issues related to this project. "CITY OF COPPELL ENGINEERING - EXCELLENCE BY DESIGN" The other development along this stretch of road is The Mansions Apartments. As described above, this section of paving would end at the main entrance to The Mansions Apartments, providing limited access to The Mansions. However, access would be limited to this development regardless of the construction phasing plan. Staff believes that the best approach is to complete this section as soon as possible to minimize the duration of traffic diversion. Also, given that two-way traffic will be maintained to the south from The Mansions, the actual delay to residents will be negligible. Please note that the previous paragraphs described phase one of paving to include closure of the east-west portion of Coppell Road only, with two-way traffic maintained on the stretch from Sandy Lake Road to The Mansions. Future paving phases may include proposals to limit traffic to one direction to prevent the need for detours through adjacent neighborhoods. Council would be presented any future proposals for lane closures associated with this project in the early months of 2000. Staff will be available at the City Council Meeting to answer questions. GTE supports the road closure for the purpose of reducing the duration of construction. It is our understanding that Coppell Road will be closed for appwximately two months beginning in mid-/anuary, 2000. To facilitate our internal employee communications, please provide written notice at least ten days in advance of the actual start date.
