RE:Valley Ranch Baptist Church
Dear Mr. Morton:
As you are already aware, our church is now under construction at 1501 Beltline Road in
Coppell. Most of our membership, our pastor and other church staff members live in Coppell
and look forward to the completion of our new facility to serve this city's residents. Our total
construction cost is estimated at $1.4 million, of which $28,700 will be spent to install a 12"
water and 8" sewer line across the entire site, including the portion of the site which will
remain undeveloped in this first phase.
Since purchasing the church property two years ago, we have watched with great interest as
the City has struggled to resolve the utility service dispute which impacts all development
east of Valley Ranch Centre, particularly as it affects our own investment in Copper The
press coverage on this subject has not gone unnoticed by most of Coppell and most of what
our members know on this subject is derived from news stories.
The apparent resolution to the water line dispute has raised numerous questions for us which
perhaps only you and the City Council can address:
First: It has never been our choice to present our plat with the construction of the 12" water
and 8" sewer line. As you know, the City Staff dictates such. We do not now and have never
understood why our church is required to bear the expense for future Beltline Road
development. Specifically, why does a church requiring only a 4" sewer line and g" fire line
pay the cost of a 12" water and 8" sewer line?
Second: Why is the church required to extend these lines beyond the tract under
development?
Third: How can the Ci.ty justify charges totalling over $12,000 for water and sewer impact
fees while requiring the church to furnish the City's infrastructure by the installation of these
lines?

Fourth: How is it that the City plans to extend these same lines to the east at the City's
expense immediately after we complete our work?
Fifth: Is it the City's plan to assess the property owners on Beltline Road for the lines to be
extended by the City or will the normal development/impact fees be charged? Essentially, the
combination of both charges are being placed on our church.
Sixth: If the City implements some sort of reimbursement plan from future developers in
excess of the customary water and sewer impact fees, what portion of that reimbursement or
supplemental charges will be refunded to the church for our proportionate share of this City
infrastructure development?
As a church, our foremost objective is to serve and support this city, which includes the
interests of each resident and elected official. We do not ask for preferential or prejudicial
treatment, however, it is difficult to understand how the Valley Ranch Baptist Church final
plat can be approved subject to our furnishing these lines while in the same City Council
meeting, the decision is made to extend these services at the City's expense to those who
litigate against the City.
It is especially disheartening to know as taxpayers we will fund this settlement while the City
has required the church to pay all development costs for these lines, provide increased line
sizes to support future development in Coppell (which will be charged water and sewer
impact fees by the City), and extend the lines across the unused portion of our property
without benefit or compensation to the church.
We recognize and appreciate the diligence with which you pursue the best future for our city.
We can only imagine the difficulties that you and Council members face to conduct business
efficiently and responsibly while trying to anticipate the needs and opinions of the voters. We
support you and the Council in this task and trust that your response to these questions will
reflect the fairness we've come to expect.
