Belt Line Road from MacArthur Blvd. to the Eastern City Limit
Valley Ranch Baptist Church, letter dated 12/20/91

The above referenced section of Belt Line Road (E-W) was a Dallas County
project, and mainly funded by the County. It is my understanding that the
City of Coppell had funded the roadway design, prepared by Ginn & Case,
Inc.
As a result of my research and conversation with Frank Trando, I provide
the following comments regarding paving assessment:
The only two (2) roads that paving assesSment was implemented
on are Belt Line Road (N-S) and Denton Tap Road.
Paving assessment process must be implemented prior to the
actual roadway improvement.
Belt Line Road east of MacArthur Blvd. is an improved roadway.
To my knowledge, in order to assess any roadway improvement
costs the assessment must be done prior to the start of
construction.
Although there is no paving assessment for the referenced
section of Belt Line Road, this does not preclude the
possibility of assessment for any additional travel lanes in
the future.
Please note that the above information is based on my findings, as I was
not involved with any of the above mentioned CIP's and/or paving
assessments.
