City Engineer City of Coppell Post Office Box 478 Coppell, Texas 75019 Re: Valley Ranch Baptist Church JBI Project No. VR 401 Dear Mr. Griffin: VIA TELECOPIER VIA MAIL Valley Ranch Baptist Church is considering the purchase of a 10.5 acre tract along the south side of Belt Line Road approximately 800 feet east of MacArthur Boulevard (immediately east of Valley Ranch Centre's Tom Thumb grocery store). In a meeting I had with Ms. Shohre Daneshmand on December 3, 1991 regarding development of the property by the Church, Ms. Daneshmand stated prorata fees may be due to the City for the Belt Line Road paving and drainage improvements and could be as much as $200 per linear foot. Ms. Daneshmand has been diligently pursuing this very important question, but as yet has not been able to obtain an answer. As the Church's investigative period is coming to an end, we respectfully request your attention to this matter and your providing written confirmation whether or not prorata fees are required, and if they are, the amount of the fees. Also, enclosed for your reference is a copy of two (2) of the sheets from the Belt Line Road pavement improvement plans with the Church's proposed tract indicated. Please review the plans and confirm whether or not a median opening and left turn lane will be permitted to the 7.5 acre tract. ,rte Mr. Kenneth Griffin, P.E.
