HEARING DATE: August 8, 1995 LOCATION: SIZE OF AREA: In the Valley Ranch Center located at the southeast corner of MacActhur Blvd. and Beltline Road 1,190 sq. ft. CURRENT ZONING: LI (Light Industrial) REQUF. ST: LI-S.U.P. (Light Industrial, Special Use Permit for a restaurant use) APPLICANT: N.Y. Bagel Company (Applicant) 751 Port America Place, Ste. 650 Grapevine, TX 76051 (817) 421-2227 HISTORY: No recent platting history. The Century 21 real estate funn was the previous tenant of this space. TRANSPORTATION: MacArthur is a six-lane divided thoroughfare (P6D) which has been built to standard, contained within a 110 foot right-of-way. Beltline Road is proposed to be a six lane thoroughfare similar to MacArthur, but is currently not improved on the west side of MacArthur. Item 5 SURROUNDING LAND USE & ZONING: North - South - East - West - Boston Chicken restaurant; LI-SUP Light Industrial; LI Existing shopping center; LI Wendy's restaurant; LI-SUP COMPREHENSIVE PLAN: The 1987 Plan shows mixed use as the most appropriate land-use. DISCUSSION: All restaurants require a special use permit in Coppell. The proposed NY Bagel Company will operate as both a sit-in and take-out restaurant. No food preparation will occur on site, but rather at a site in Grapevine. Delivery to the restaurant will occur three times daily. No dishes nor pans will be cleaned at the Coppell location. The restaurant will occupy approximately 1,190 sq. fi. in the Valley Ranch shopping center and it will seat approximately 30 people. Proposed hours of operation are as follows: 6:00 a.m. to 6:00 p.m. Monday through Saturday; 6:00 a.m. to 3:00 p.m. on Sunday. The store anticipates to employ between two and four people. The NY Bagel Company will be required to provide 11 parking spaces and the existing Valley Ranch shopping center can adequately support the proposed use. The exterior attached sign measures 9.81 sq. ft. well below the 17 sq. ft. permitted by the sign ordinance. RECOMMENDATION: Staff recommends approval of this special use permit.
