Sieb Director of Planning & Community Services The Cit-y of Coppell 255 Parkway Blvd. Coppell, Texas 75019 Dear Mr. Sieb: In 1941 and 42 Brazos Electric Power Cooperative, Inc. constructed a 69 KV transmission line along Thweatt Road through what is now the city of Coppell. Brazos Electric and TU Electric jointly reconstructed this line on a 138 KV double circuit single steel pole transmission line in 1986. In 1942, Brazos Electric purchased the Coppell Substation site, a 2.0 acre site, at the intersection of Thweatt Road and Coppell Road, under the existing transmission line. In 1944, easements for a transmission line were purchased; and this transmission line was constructed in 1948, parallel to and approximately 100 feet west of Coppell Road (Coppell Sub to Point II on Exhibit A). The transmission line began at the above referred to Coppell Substation site, and proceeds in a northward direction where it crossed Coppell Road west of the point where the Coppell Road tums from a north- south direction to an east-west direction. After the transmission line crossed Coppell Road, it continued in a northerly direction across what is presently' the northern city limits of the city of Coppell, and across U.S. Highway 121 and into what is noxv the city of Lewisville. In 1984 and 85 Brazos Electric repurchased or obtained through eminent domain proceedings, defined and described 60 foot wide easements along the route of this transmission line (Coppell Sub to Point II on Exhibit A), because the easements obtained in 1944, were "blanket" easements. Brazos Electric, in 1985, removed the original 69 KV H-frame transmission line and constructed a 138 KV single steel pole line. A typical structure is shown on the attached picture entitled "Single Steel Pole Transmission Line." In conjunction with the conversion of this transmission line from 69 KV H-flame to a 138 KV single pole line in 1985, TU Electric purchased an additional 1.4376 acre tract of land adjacent to Brazos Electric's Coppell substation site. TU purchased the land to interconnect the Brazos Electric and TU electrical system, which would benefit Mr. Gary Sieb 12/18/92' Page 2 both utilities. TU constructed a distribution substation at the Coppell substation in 1989-90 through which TU selwes the citizens of Coppell and some adjoining cities with the power from this substation. Brazos Electric noxv wishes to complete the interconnection between Brazos Electric and TU at the Coppell substation. In conjunction with this construction at the Coppell substation, Brazos Electric needs to replace the previously discussed 138 KV single steel pole line which was constructed in 1985 from the Coppell Substation northward toward the City of Lewisville (Coppell Sub to Point I on Exhibit A), with a 138 KV double circuit single steel or concrete pole line. A typical structure is shown on the attached pictures entitled "Double Circuit Transmission Line." The new 138 KV double circuit single pole line to be constructed in the place of the existing 138 KV single pole line will be constructed on the existing sixty foot easement. The reconstructed double circuit transmission line will have the same number of poles as the existing 138 KV single pole line, and they will be placed in approximately the same locations. The new poles are approximately 20 feet taller than the existing poles, however they are shorter than the double circuit line constructed along Thweatt Road, west of the Coppell Substation. The new double circuit line will continue across the east-west section of Coppell Road to a point (I on Exhibit A) near the northern city limits of Coppell, where one of the circuits will turn in a westerly direction and exit the Coppell city limit (II on Exhibit A) along the eastern edge of U.S. Highway 19.1. This line (from Point I to II Exhibit A) will appear similar to the existing line from Coppell Sub to Point III on Exhibit A. This transmission line is necessary to bring power to a proposed substation in the Flower Mound area. This proposed substation will supply power to Denton County Electric Cooperative and TU Electric who will distribute the power to the consumer. There will be a total of 4943 linear feet of transmission line constructed and reconstructed within the Coppell city limits. Only 690 feet of this construction is on new easement and fight of way (ROW). The balance of the transmission line (4253 feet) is reconstructed on the existing 60 foot easement and ROW which was purchased in 1944 and 1984 and 1985. Although Brazos Electric is filing an application for a Special Use Permit (SUP) with the city of Coppell for the reconstruction and construction of this transmission line and additional construction inside the Coppell Substation, we are of the opinion that the section of line to be reconstructed as a double circuit line (Coppell Sub to Point I on Exhibit A) does not require a SUP based upon Section 40-2 of the "Zoning Ordinance, City of Coppell, Ordinance No. 91500." The transmission line is not being "expanded or increased beyond the tract upon which such nonconforming use is located," a£ stated in Sectio,, 40-~.,. Brazos Electric will continue with its SUP application for the transmission line from Point I to Point II as shown on Exhibit A. I realize this is a lengthy letter, but I felt some of the history of this project should be brought to light.
