TRANSPORTATION: Sandy Lake Road is a two-lane asphalt road within a variable right-of-way, shown on the thoroughfare plan as C4D/6 four-lane divided collector street to be built within a 110'-wide right-of-way. SURROUNDING LAND USE & ZONING: North - vacant; LI (Light Industrial) zoning; South - vacant; LI (Light Industrial) zoning; East - vacant; LI (Light Industrial) zoning; West - vacant; LI (Light Industrial) zoning. Item # 5 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for freeway commercial uses. DISCUSSION: In November the Planning and Zoning Commission considered and rejected a similar request located approximately 600 feet from S.H. 121 near the north end of Coppell Road. The principal reason for denial was its high degree of visibility, due to proximity to a highly travelled roadway and its height. This location is closer to S.H. 121 and is very near both Sandy Lake Road and Royal Lane. The height is 45 feet lower. Having given these types of applications considerable attention regarding their appropriateness within the community, acknowledging the fact that there is growing citizen concern over their location, and after reviewing a number of similar requests, the planning staff recommends a policy of restricting cell .sites to the following..locations: a) existing towers, such as electric transmission towers or water towers, b) concealed within other sUmcmres, or c) at a sufficient distance from existing residential areas, and existing and proposed divided thoroughfares and highways, as to be inconspicuous (recommended distance of 10 times the height of the facility, or more). RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Since this proposal does not meet the suggested guidelines, the planning staff recommends denial of the request and urges the applicant to seek a site that meets the above listed criteria. ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
