Implementation Agreement
Dear Mr. McSwain:
In April 2001, Dallas County notified the City of Coppell that on October 1, the City
would be able to receive FY2001 CDBG funding for the above referenced project. The
next step is the preparation of the Implementation Agreement for execution by the City
and the County. In our telq0hone conversation on November 5, you requested that I
submit the following information in order for Dallas County to prepare the Agreement:
1. Detailed specifics of the project;
2. Overview of the census tract data; and
3. How the project is to be managed.
There are approximately 136 households within the Golden Triangle Mobile Home Park
and the approximate acreage is 19.69 acres. Enclosed is a location map for the project, a
layout of the mobile home park, an exhibit showing the location of the proposed 8-inch
water line and fire hydrants, and an estimate of thc project costs.
The census tract data consists of the entire west side of the City and is too large for the
City to have qualified for the CDBG funding. A survey was done for the mobile home
park and this survey is enclosed.
The City will manage design of the project and the County will manage the
advertisement, construction and inspection. The following five engineering firms are
submitted for your approval to send Requests For Proposals for the design of the project:
1. Birkhoff, Hendricks & Conway, L.L.P.;
2. Schriekel, Rollins & Associates, Inc.;
3. Turner Collie & Braden Inc.;
4. Pacheco Koch Consulting Engineers; and
