On February 10, 1987, I sent a letter to Johnny Thompson informing
him that the City of Coppell had annexed the land he owned north
of Beltline Road and east of the Elm Fork of the Trinity River.
The letter also informed Mr. Thompson that any future building
construction work would require a city building permit. The letter
also stated that any new building construction projects would not
be eligible for a building permit until the property had been
platted.
I met with Mr. Thompson approximately two weeks after the letter
was sent and explained the city's position to him in more detail.
The City Attorney had ruled that Mr. Thompson was entitled to
complete the construction of the building he had started; however,
if construction work did continue, the work would have to be
permitted according to the zoning ordinance. The buildings were
considered to be non-conforming structures. I also informed Mr.
Thompson that I was concerned that he was in violation of the
minimum development criteria for the Federal Emergency Management
Agency (FEMA) by erecting structures within a floodplain area.
Approximately two months ago this department received information
that a house had been recently moved onto the property owned by
Johnny Thompson. An inspector was sent to the site and it was
verified t hat the house had been recently moved onto Mr. Thompson's
property. Foundation piers had been drilled and concrete had been
placed in the piers even though no pier inspection had been made
or building permit issued.

SECTION 6
TEMPORARY ZONING - ANNEXED TERRITORY
6-1 ALL TERRITORY HEREINAFTER A~EXHD TO THE CITY OF COPPELL SHALL
BE TEHPOP. ARILY CLASSIFIED AS "A". AGRICULTURAL DISTRICT, UNTIL
PERNANENT ZONING IS ESTABLISHED BY THE CITY COUNCIL OF THE
CITY OF COPPELL. THE PROCEDURE FOR ESTABLISHING PERF~NEN~
ZONING ON ANNEXED TERRITORY SHALL CONFORM TO THE PROCEDURE
ESTABLISHED BY LAW FOR THE ADOPTION OF ORIGINAL ZONING REGU-
LATIONS.
6-2 In an area temporarily classified as "A", Agricultural Dis-
trict:
a. No person shall erect, construct or proceed or continue
with the erection or construction of any building or
structure or cause the same to be done in any newly
annexed territory to the City of Coppell without first
applying for and obtaining a Building Permit or Certifi-
cate of Occupancy from the Building Official or the City
Council as may be required.
b. No permit for the construction of a building or use of
land shall be issued by the Building Official other than
a permit which will allow the construction of a building
permitted in the "A", Agricultural District, unless and
until such territory has been classified in a zoning
district other than the "A" Agricultural District, by
the City Council in the manner prescribed by law except "::'-~:'-'
as provided in 6-2c. following.
c. An application for a permit for any other use than that
specified in paragraph b. above shall be made to the
Building Official of the City of Coppell and by him
referred to the Planning and Zoning Commission for
consideration and recommendation to the City Council and
the action and recommendation of each body concerning any
such permit shall take into consideration the appropriate
land use for the area. The City Council, after receiving
and reviewing the recommendations of the Planning and
Zoning Commission may, by majority vote, authorize the
issuance of a Building Permit or Certificate of Occupancy
or may disapprove the application.
SECTION 7
COMPLIANCE REQUIRED
7-1 ALL LAND, BUILDINGS, STRUCTURES _ OR APPURTENANCES THEREON
LOCATED WITHIN THE CITT OF COPPELL, TEXAS, W~ICH ARE ~EREAFTER
OCCUPIED, USED, ERECTED, ALTERED, REMOVED, PLACED, DEMOLISHED
OR CONVERTED SHALL BE OCCUPIED, USED ERECTED, ALTERED,
REMOVED, PLACED, DEMOLISHED OR CONVERTED IN CONFORMANCE WITH
THE ZONING REGULATIONS PRESCRIBED FOR THE ZONING DISTRICT IN
