The rearward portion of the Blooming Colors property, upon which self-storage expansion is to take place was not included in the Special Use Permit for the original self-storage facilities and caretaker quarters. Property to the east, upon which expansion also is to take place, has not been platted and was not included in the original Special Use Permit. TRANSPORTATION: Belt Line Road is an existing 6-lane divided major arterial P6D in a 120'-wide right-of-way. Item #11 SURROUNDING LAND USE & ZONING: North - Vacant; lVlF-2 zoning South - Vacant; Grapevine Creek Channel East - Vacant; LI zoning West - Valley Ranch Baptist Church; LI zoning COMPREHENSIVE PLAN: The area of MacArthur Blvd. and Beltline Road has been designated as a special land use category for mixed uses since it is considered a gateway into the City. DISCUSSION: The platting consists of a replat of the original Valley Ranch Self-Storage plat and the original Blooming Colors Nursery plat, plus the addition of unplatted land to the east. Landscape plans for the additional frontage on Beltline Road are consistent with the City's streetscape plan. RECOMMENDATION: Staff recommends approval of the preliminary plat subject to compliance with the following engineering department recommendations: 1. Acquisition of an access easement across property to the east to place second Blooming Colors driveway entrance opposite existing Beltline Road median opening, or deletion of second driveway entrance. 2. Extension of sanitary sewer line to east property line of Lot 2, if it is adequate to provide service to the east. 3. Verification of grate inlet elevations in reference to the 100-Year Floodplain.
