Discussion: A Preconstruction Conference was held with the
following participants:

The following items were discussed:
1. Earthwork and site grading contractor is scheduled to move
on site and cut streets and R.O.W. to grade this week.
Notice to Proceed should be issued to Dalcon Wednesday, May 7
to begin utilities contingent on weather and earthwork
contractor's progress.
2. Dalcon expects to move two crews on site and begin to place
storm sewer Line "A" and sanitary sewer lines. Work schedule
will be 10 hour days, 5 or 6 days per week depending on
weather conditions.
3. Contractor requested 10' off-sets on all mainline
construction staking. 4" sanitary sewer services will be
staked at center of lot and water services placed 10'
upstream from sanitary services in relation to sewer main
flow. Nathen Maier requires 24 hours notice of any staking
needed.
4. Contractor was warned to keep 3/4" water services minimum 3'
below top/curb elevation and also keep plenty of cover behind
curb to avoid conflict with soil stabilization and paving
operations.
5. 95% soil compaction required under existing and proposed
streets and 90% outside paving at maximum + 3%, - 2%
deviation from optimum moisture content. Contractor will use
HYster roller compaction equipment. Duval will take frequent
soil compaction tests on various lifts for trench backfill to
start off and adjust frequency according to results.
Contractor will keep backfill and compaction of trenches up
close behind placement of utilities. Contractor will
coordinate with Rodney Bowen and Duval as to when backfill
will be ready for compaction tests.

6. Nathen D. Maier will provide cut sheets for sanitary and
storm sewer line staking including elevation of street
subgrades prior to utility placement. Contractor is required
to return subgrade to within 0.1 of original grade. Excess
spoil can be leveled off on adjacent lots as long as adequate
drainage is maintained.
7. Minimum 6" of adjustment rings will be placed on all
manholes.
8. Water needed for hydrostatic testing of water system is to be
obtained through service line from existing fire hydrants, 2"
copper line from existing to new water line, or by water
truck. Feeder line must have in-line double check valve to
prevent contamination.
9. A conference will be held on the site during the first week
of construction with City of Coppell officials. A weekly
meeting will be held each Wednesday on site at 10:00 a.m. to
coordinate scheduling, discuss any problems and check status
of project.
10. A final walk through of utilities will be made by City of
Coppell, GINN, Inc. (consulting engineer for City), developer
and Coppell M.U.D. representatives to insure mutual
acceptance by all parties. All comments or inquiries
concerning construction practice or workmanship during
progress from these parties should be directed through M.U.D.
inspector.
11. Plans stamped by the City of Coppell as "Approved for
Construction" must be received before contractor moves on the
job site. One set will be Given to the contractor and two to
Pierce-Lunsford.
12. Contractor was Given two sets of utility plans and requested
one additional set plus City approved set. Nathen D. Maier
will also furnish two sets of paving plans to contractor.
13. Pay estimates will be submitted on forms provided by Coppell
M.U.D. The cut off date for work completed will be the 15th
of the month. Quantities completed will be agreed upon by
the M.U.D. inspector and construction foreman who are to sign
the form and have it to Pierce-Lunsford no later than the
18th. Payment to the contractor will be recommended to
Coppell M.U.D. Board of Directors at the followinG month's
meeting, usually the second Tuesday of the month.
14. Manholes and curb inlets will be cast-in-place. 50% of
inlets will be placed prior to street paving with plywood
placed in inlets to keep dirt out of storm sewers.

15. It was agreed contractor can proceed with extra work
on a verbal approval if contractor was explicitly told the
scope of work to be done and agreement was reached on the
cost and time to complete work. Verbal authorizations will
be followed up by written change order.
16. Dalcon is responsible to place concrete footings around
special headwalls; existing millsap stone wall is to be saved
and replaced by others.
17. 8" water line is to be PVC SDR 14 with 42" minimum burial
and sand embedment. 10" water line can be SDR 14 or SDR 18
but must have 60" burial and sand bedding.
18. City of Coppell currently has right to require T.V.
inspection of sanitary sewer lines after placement if there
is any reason to question the quality or workmanship of any
line with cost borne by the contractor. It was noted that
the city is in the process of enacting criteria for mandatory
T.V. inspection of all sanitary sewer lines and it may be
made retroactive during the execution of this contract.
19. Contractor must furnish as-built plans following construction
with all changes indicated and showing distance ties from
fixed objects (manholes, valves, fire hydrants) to all water
and sanitary sewer services. Service lines will be flagged
with marking tape and 2x4's before paving contractor moves on
site.
20. A walk-through of project will be made with Coppell M.U.D.
and paving and utility contractors to note condition of
utilities before paver moves on site.
