Dear Jeff:
Random inspections of the above referenced project have found: (1) no
foreman on the job; (2) backfilling trench with on-site material instead of
sand; (3) backfilling In three-foot lifts with no soil technician being
present or contacting the testing lab for test; (4) laborers installing water
services improperly.
For the reasons stated above, we feel that closer inspection of the above
refernced project is required. The completion of the project will be delayed
due to the lack of supervision.
