Dear Dennis:
The purpose of this correspondence is to outline the concerns that were expressed in our phone
conversation earlier this morning.
As you recall, the City of Coppell waived the lime stabilization requirements for portions of the
pavement in the captioned addition based on laboratory repOrts of soil samples taken from the
street locations. We also expressed concern for the unstabilized sections and suggested that
cement stabilization may be required, reference Ken Griffin"s letter dated September 18, 1992.
The paving contractor, Mario Sinacola, has endeavored to build a foundation for the pavement
with the untreated in-place soil. His efforts have been unsuccessful. It is because of this failure
to provide a satisfactory base for the pavement that the City of Coppell is requiring additional
treatment for these unstable areas. It is our opinion that cement stabilization would be the
proper method of modification.
