RE: Villages of Cottonwood Creek Section IV / Road Escrow
Dear Mr. Sowell:
I have been researching the fees paid for Villages of Cottonwood Creek when it was originally
platted in 1985. The section that you have replatted, Villages of Cottonwood Creek Section IV,
was originally platted as a part of Villages of Cottonwood Creek Section II. When it was
ohginally platted, the fees for the inspection, water, sewer, and parks was deferred. Also, only
a portion of the escrow fee was paid. Based on the attached development impact analysis from
1985, the escrow fees were only paid for about 85 foot of the frontage adjacent to Coppell Road.
As best as I can determine, that 85 foot correlates to the section of Parkway Blvd. adjacent to
Coppell Road.
Because there was no escrow paid for Coppell Road, those fees should be paid prior to filing the
plat and/or prior to the start of construction. My calculations show that the escrow due for
Coppell Road for Villages of Cottonwood Creek Section IV is $66, 880.80. This is based on a
frontage adjacent to Coppell Road of 636.96 feet at an escrow mount of $105.00 per front foot.
This section of Coppell Road is shown on the Thoroughfare Plan as a C2U. This is a two-lane
undivided street with a paving width of 40 foot.
Also, please be advised that when the remaining portion of the original Villages of Cottonwood
Creek Section II is either developed or replatted (north of Parkway Blvd.), there will also be
additional street escrows due for that section.
Again, this check should be provided to the City of Coppeil, prior to either filing the plat or the
