h response to your letter on September 5, 2000, I havc arcached a spreadsheet to show how the 3.2
Wns of ducffie iron fittings wcrc calculated for the original base bid. I also included a copy of the
most recent calculations for the fittings tha/were sent to you and/or Mike Martin, a few weeks ago,
for comparison. It is our opinion that this revised fittings list reflects the correct tonage that should
be paid to the contractor.
As for Pay Items Ia-13, 16, 17, 18 and 19, we determined these should not be included in the Pay
Item Ia-7. In the specifications and supplemental conditions, terms such as, "hydrant assembly",
"complete in place", "and provide other fittings, blocking, labor, and incidentals required" supports
our understanding of these items. Also, both Pay Items state that the bid price is considered full
compensation including, "materials, equipment...and incidentals ncccssary to complete the work".
R is standard engineering practice with other municipalities that utilize NCTCOG specifications that
Pay Items Ia-13, 16, 17, 18 and 19 include all ~tth:gs and incidentals necessary to complete these
bid items. In our opinion, fittings and incidentals associated with Pay Items Ia-13, 16, 17, 18 and
19 should not be included in the ductile iron fittings of Pay Item Ia-7. The revised bid quantity for
Pay Item Ia-7 should be 5.3 1 tons.
