Dear Mr. Griffin: Included is a 24" x 36" exhibit depicting wetland areas versus the proposed parking lot improvements at the Coppell Aquatic and Recreation Center in Andrew Brown Jr. Park (East), in the City of Coppell, Texas. The parking lot outline (per a BrinkIcy Sargent Architects plan plotted on 9/16/97) is shown against the proposed wetland delineation that was sent to the US Corps of Engineers in February 1993 as part of the Section 404 permit submittal. Mr. David Morgan, oar Environmental Scientist that oversees wetland permitting activities, inspected the project area. Based on his site inspection and the current site conditions, the wetland under question does not exist as it was depicted in the earlier wetland delineation. That area contains several hackberry and cedar elm trees, and mowed grassland. A very small depmssional wetland exists further to the west resulting from the storm sewer outfall into the park. The proposed parking lot may impact a small portion of the wetland, but it would be considerably less than the one third of an acre which can be impacted under Nationwide Permit #26. Therefore, we feel that the proposed parking lot design, as shown on the attached exhibit, would impact less than one third of an acre of wetland and would 'be covered by the existing Nationwide Permit #26. Notification to the Corps of Engineers is not necessary. We can prepare a formal, more detailed wetland delineation of the site and document the actual impacted area if you so desire.
