Dear Hr. Smith:
'~ have received and read your letter dated 11/3/88.
':he reason the construction was shut down recently was due to improper
insta'i]ation of the subgrade and Pace Co.'s unwillingness to comply
wiLh qoppell's standard specifications. Since Building Inspections
iss~ed you the building permit, they would issue Pace a stop work
or,let through my direction.
! :.~,,l~:,'stand that this situation has caused a.lot of confusion and
i~:;i, raLion. To clairfy my position, I have no problem with the
:ons[-~:uction of the Goodyear building, however, I do have a problem
wi~i, ~l~e connection of utilities and paving on an unaccepted site,
wi~l,,',u[ the proper phasing and agreements between the Developer and
tl~e City of Coppell. The confusion I was having was as Dunning was
drafting agreements and phasing schedules. Pace's was trying to
make up construction in my area of jurisdiction that had not been
accepted nor was I notified of their intent, nor was I even asked
about specifications. When I questioned your Project Manager on
what was done and how it was going to be accomplished, some
uncertainties were cast upon my abilities. At that time I felt
it necessary to depart from the path we were on, halt everything,
e~rnept work on the building itself and get Dunning and myself's
~ii'uation sorted out.
As ~f to date, Dunning is submitting the agreements and phasing
schedule ~ have requested and I anticipate by the time you receive
th~s letter, this situation will be resolved to the City's
satisfaction.
