SUBJECT: Deforest Road Drainage Problem (Villages of Coppell Phase III-B)
DATE: March 5, 1992
On February 11, 1992 I met with Don Tipton and Pat Atkins of Don Tipton
Inc. Consulting Engineers. They had requested a meeting to discuss the
City's requirement to install a 42" and 54" RCP on the south side of
Deforest Drive as it parallels Villages of Coppell Phase III-B. This
system ultimately discharges into Denton Creek. The main issue they
raised was the fact that hydrologically the system does not accomplish
what its intent is, i.e. to protect the people on the north side of
Deforest Drive in a 100-year storm. Hydrologically, this system will not
function during a 100-year event. The consulting engineer has indicated
that he would like to pursue other options, i.e. some type of bar ditch or
a wider bar ditch with the elimination of the alleys along Deforest Road
or any other alternative which the City may wish to consider. This
project has not currently been bid, but the preliminary cost estimate for
this system is approximately $80,000. There is a drainage problem on the
north side of Deforest Road, but the installation of a drainage system
which does not properly f~nction would not protect those people.
