Attached please find a copy of the conditional Letter of Map Revision (LOMR) we received from
FEMA for the above referenced development, dated September 8, 1992. As you may recall,
engineering staff had requested that no building permits be issued on certain lots in Villages of
Coppell residential subdivisions.
Based on the FEMA's conditional approval, we have no objections for issuance of building
permits on the following lots, as related to floodplain management:
*Villages of Coppell, Phase m (A & B)
Lots 8, 9, 10, 11, 12, 13, 14, 15 - Block 'A'
Lots 16, 17, 18, 19, 20, 21, 22, 23 - Block 'A'
Lots 24, 25, 26, 27, 28, 29, 30 - Block 'A'
Lots 31, 32, 33, 34, 35, 36, 37, 38, 39 - Block 'A'
Lots 40, 41, 42, 43, 44, 45, 46 - Block 'A'
It is important to note the actual floodplain map revision effective above lots are delayed until
the City's Flood Insurance Rate Map (FIRM) became effective in 1993, as per the attached
FEMA letter. In the meantime, according to the City's effective FIRM, dated October 16, 1991,
purchase of flood insurance may be required. Please inform the builder(s) of this issue.
Elevation certificates (EC) are required for all lots as noted above. Attached please find an
additional EC copy for your use.

This is in response to a letter dated April 10, 1992, from Mr. Kenneth
Griffin, P.E., City Engineer, City of Coppell, regarding a request for a
Conditional Letter of Map Revision (CLOMR) to the effective Flood Insurance
Rate Map (flIP. M) for the City of Coppell, Texas, dated October 16, 1991.
The CLOMR request represents a revision to the effective lO0-year floodplain
and effective floodway boundaries along Denton Creek and Elm Fork of Trinity
River. The request is based on proposed fill between Cross Sections 104880
and 105500 along Elm Fork of Trinity River, and between Cross Sections 18440
and 19930 along Denton Creek. AIl of the data necessary to process this
request were received with a letter dated April 10, 1992, from Mr. Griffin; a
letter dated June 5, 1992, from Mr. Robert Porter, Project Manager, Tipton
Engineering, Inc.; and a letter dated June 30, 1992, from Mr. Richard Rovas,
P.E., Vice President, Tipton Engineering, Inc. Fees necessary to process
this CLOMR (a total o£ $1,470) have been received.
We have completed our review of the submitted data with regard to the data
used to produce an ongoing restudy of the Flood Insurance Study for the City
of Coppell. We believe that a revision to the 100-year floodplain and

City of Coppell, Dallas County, Texas, Floodplain Recitation Study, Villages
of Coppell, Phases 3 and 4, Request for Conditional LONR," prepared by Don A.
Tipton, Inc. Floodplain and floodway boundaries would be revised according
to those shown on the same plan.
Upon completion of this project, please submit an "as-built" grading, nd site

Please note that the City of Coppell is undergoing a .c%~ywlde restudy and
that the study has been appealed. The appeal does not affect the port~f
Denton Creek and~of TrinitY River assoc~a~~-~7~h this Rroject. It
is anticipated that t~he restudy w~ll become effective in ]993. Because this
request is based on flooding in[ormatio~ contained in the
map re__vision fo~-this project can only be processed-af~ef ~ ~estu~y becomes

Please note that the Federal Emergency Management Agency (FEMA) ~as developed
detailed application and certification forms for use in requesting revisions
or amendments to NFIP maps. These forms will be used for all requests
received by FEMA on or after October 1, 1992. These forms highlight
technical considerations in a fashion that facilitates an efi~ci~nt review;
therefore, use of these forms prior to October 1 is strongly recommended.
Applications are available for Letter of Map Amendment and Letter of Map
Revision Based on Fill requests. Application forms for all other revision
requests should be available after September 1.
