RE: Landscaping along DeForest Road/Outstanding Development Fees
Dear Mr. Toole:
This letter is written in response to a telephone conversation in which the required landscaping
along DeForest Road was discussed. As was conveyed in our telephone conversations, the plats
for Villages of Coppell were approved subject to a landscape plan that showed Red Tip Photinias
on five foot centers along DeForest Road. This was a condition of the plat approval. A
subsequent letter was sent to you from Gary Sieb stating the requirements of the plat approval
with an additional condition that the Red Tip Photinias be installed in the alley right-of-way not
the street right-of-way of Deforest Road.
You have confirmed that there was a landscape plan submitted that showed the Red Tip Photinias
on five foot centers along DeForest Road. However, you also stated that after that submittal you
submitted another landscaping plan that showed no Red Tip Photinias along DeForest Road but
only some general grading and hydromulching of the DeForest Road right-of-way.
Please be advised that your plat was approved subject to the installation of landscaping along
DeForest Road; specifically the installation of Red Tip Photinias on five f~~s in the alley
right-of-way, not the street right-of-way. You should contact Gary Sieb,' D]~%[~fl: of P'.arx'2ng
at 462-0639 to work out the details of the required landscaping along De~0r~t ~oad~
details have been worked out, the City would like a plan submitted to [~/~he lan~r~ti(~
along DeForest Road. It is my understanding that building permits and/or inspections h'ave been
withheld on the remaining lots in the Villages of Coppell until the landscape4 [[~s been insml~d.
Also, you may recall in our telephone conversation that I mentioned th~ [,hem are~~l/-~me
outstanding fees associated with the Villages of Coppell. According-i~~cor~

the time of platting the City was not collecting waste water impact fees until suchff~,%~'~i~
agreement was worked out with the Municipal Utility District. As of April, 1994, the City
absorbed the Municipal Utility District and the City has been researching the various
developments that did not pay their waste water and water impact fees and requesting that the
amount due be paid at this time. Also, information concerning those outstanding fees was faxed
to your office on December 23, 1992. If your records indicate differently from what the
attached sheet shows for the Villages of Coppell IIIA, IIIB and IVB please provide that
documentation to this office so that the fees can be resolved prior to the issuance of additional
permits, inspections and the overall acceptance of the landscaping on this project.
