You were kind enough to allow me to review the city files which might contain the information requested. After reviewing those files, this letter shall serve notice as to the informatior~ that I was able to find, and to inform you as to that which is not a part of the City files. Each of my request items is reiterated in italics below, and followed by my findings. · Letter dated 4/10/92 - Ken Griffin's request of FEMA for a Condition Letter of MaF Revision (CLOMR) to the Effective Flood Insurance Rate Map (FIRM) for the CiO; of Coppell, last revised October 16, 1991. Including all of the data needed to procexx the CLOMR. that was included with the submittal of the aforementioned letter. I did not find the submitted data or a copy of this letter, which I assume would also list those items which were submitted to FEMA. · Letter dated 6/5/92 -from Bob Porter, Project Manager for Tipton Engineering to FEMA regarding the subject CLOMR. Including all of the data needed to £roccx,~' the CLOMR. that was included with the submittal of the aforementioned letter. I have a copy of this letter. But I do not have any of the data referred to in the letter. · Letter dated 6/30/92 -from Richard Hovas P.E. VPfor Tipton Engineering to t:EgdA regarding the subject CLOMR. Including all of the data needed to procesx the' CLOMR. that was included with the submittal of the aforementioned letter. I did not find a copy of this letter or the supporting data. Mr. Ken Griffin September 27, 1997 Page 2 · The report entitled "Elm Fork Trinity River & Denton Creek City of Coppell, Dallas County, Texas, Floodplain Reclamation Study, Villages of Coppell, Phases 3 & #, Request For Conditional LOMR, prepared by Don A. Tipton, Inc. I did find this report and made copies of those pages I found to be pertinent. I may need to borrow the "study" in the future. · The Stability Analysis for the proposed Gabion Wall along Deforest Road between Cross Sections 18440 and 19930 as requested by William R. Locke/FFfldA in the letter dated September 8, 1992 to Mayor Mark Wolfe / City of Coppell. I did not find a copy of this stability analysis. · All information and data as it pertains to the "ongoing restudy of the Flood Insurance Study (FIS) for the City of Coppell." As requested by William R. Locke/FEAdA in the letter dated September 8, 1992 to Mayor Mark Wolfe / CIO/' of Coppell. I am assuming that this restudy will reflect a date at which it became effective. I did not find any information regarding this restudy or anything relating to the flood study referred to in the attached Flood Plain Development Permit # 920604 DAT, which needed to be approved by FEMA prior to building permits being issued as it pertains to the Villages of Coppell Phase IIIB. As per the CLOMR dated 9/8/92, "Because this request is based on flooding information contained in the restudy, a final map revision for this project can only be processed after the restudy becomes effective." · HEC-2 Hydraulics Model and any updates to this model. It is my understanding that Nathan D. Maier Consulting Engineers was involved with the design of this model. That Don Tipton Engineering was also involved with the design and/or used the information derived from the model. I also understand that Ron i~4orrison / Ki~:k9, Horn & Assoc. performed an update to this model between the years 1989 and 1993. Upon review of every HEC-2 study that I looked at, I did not come across any update to the HEC-2s as referred to, and recognized by FEMA, in the FIS dated October 16, 1991. I assume there is an updated HEC-2 in the restudy we can't locate. · A copy of the ordinance that defines the "Maximum Permissible Velocities" as' it pertains to the design of channels, overbanks, and shallow flooding areas as outlined in the City of Coppell Subdivision Ordinance. And any other city ordinance pertains to the development along creek banks and flood prone areas. I did not find the city ordinances that contain the information requested. I have a copy of this ordinance. · Floodplain Development Permit, Application No. 910807 DAT, relating the development of the Villages of Coppell III B. I want all of the information regarding this permit and application. I found a Floodplain Development Permit # 920604 DAT for the Villages of Coppell Phase IIIB in the city files. However, on the final plat dated 11/30/92, it refers to a Floodplain Development Permit # 910807 DAT. Which permit relates to the Villages of Coppell Phase IIIB? The additional technical data and narrative I am looking for, but did not find with permit # 920604 DAT, is described in Ordinance # 87390 page 24, Section C and page 37, Item 9, paragraph d. · Flood Hazard Boundary Map (FHBM). I have a copy of the most recent FIRM. I did not find a copy of this map. I understand that it outlines the "Floodway" boundaries. I know that FEMA used this map as late as 3/88. Since I can assume that the information I did not find is not in the City files, I would appreciate your directing me to the source of this information. I would also appreciate a call at your earliest convenience.
