LOCATION: In the Village at Cottonwood Creek Addition, Section II, and
Cottonwood Creek Elementary School, located on the south side
of Minyard Drive, approximately 292 feet east of the intersection
of Coppell Road and Minyard Drive.
SIZE OF AREA: Village at Cottonwood Creek, Section III - 16.675 acres,
containing 64 lots

APPLICANT: Planning and Zoning Commission authorized public hearing
HISTORY: City Council has eliminated the SF-0 District from the Zoning
Ordinance. Reclassification of all existing SF-0 Districts to
another category is necessary to accomplish that objective.
TRANSPORTATION: Minyard Drive is a two lane, undivided residential street within a
60' wide right-of-way. Coppell Road is two-lane undivided (C2U)
collector street within a 60' wide right-of-way currently
unimproved.

COMPREI~NSIVE PLAN:
DISCUSSION:
The 1987 Comprehensive Plan shows single-family
residential use as most appropriate for this area.
To provide a zoning classification which creates the least amount of
change, a Planned Development District tailored for the purpose is the
best vehicle. The district needs to limit uses to single-family detached
dwellings of the type currently in place, which also allows the
construction of an elementary school.
RECOMMENDATION:
Staff recommends approval of a zoning reclassification to Planned
Development with the following stipulations:
1)
Any uses permitted in the SF-7 District will be permitted
in this Planned Development.
Minimum lot area, width and depth requirements will
remain the same as that of the smallest platted lot in the
district.
3)
Yard and setback requirements, maximum height and lot
coverage, minimum dwelling size and parking space
requirements will be identical to those in the previous
SF-0 District.
