This memo is written in response to a request by Mr. Knight to allow driveway access from his
current driveway to Minyard Drive. While Minyard Drive is not shown on our Thoroughfare
as a collector street, it is built 37 feet wide and functions as a collector street. Therefore, this
change would give him direct driveway access to a collector street. This is in violation of our
Subdivision Ordinance which states "there will be no direct access from residential lots to
collectors...". He currently has alley access to his driveway.
I have looked at Mr. Knight's property and he has a drop from his driveway to the existing
sidewalk. Mr. Knight may want to consider the installation of a curb along the edge of the
driveway to stop the vehicle; however, the construction of a driveway to Minyard Drive could
become a long term problem for the City of Coppell. The driveway will allow two points of
access within approximately 30 feet of each other to a collector street which will be very busy
once the subdivision to the north is built out and the elementary school to the east is constructed.
There will be turning movement conflicts from Tanbark Circle and from the driveway. It is
much better to control the access to Minyard Drive via the street as opposed to the driveway.
Mr. Knight made a comment in his checklist that the traffic conditions will not be affected by
the requested change. It is my opinion that the traffic will be affected by the change because,
as stated, you will have traffic entering a collector street at two points within approximately 30
feet of each other. To further complicate the matter there is an existing inlet on Minyard Drive
centered exactly where his driveway would need to access the street.
My recommendation is that the driveway not be allowed to access Minyard Drive.
