Vista Plex-CS 860820Mr. David Reth Vistaplex Development, Inc. 12830 Hil!orest Road, Suite 111 Dallas, Texas 7S230 Dear Mr. Heth: This letter is in regard to your inquiry regarding development of your 18.37 acre Vistaplex property north of Sandy Lak~ Road betweem Denton Creek and the Elm Fork of th~ Trinity River. We have received a flood study of the area prepared by Caffey and Morrison, Inc. which technically shows that the area of your proposed development should not be included in a floodway. In a conference call today as we discussed this report with Mr. Ron Morrison of Caffey and Morrison, Inc. an~ Mr. Matthew Miller of the Federal Emergency Management Agency (FEMA) in Washington, D.C. Mr. Hiller has informed us that the Caffey/Morrison report is being revlewed by ~ and that they agree with its accuracy. Based on this FEMA has no problems with the city allowing development to proceed on the basis of this report. The Corps of Engineers has provided a section 404 permit authorizxtion allowing developmental site work and Mr. Morrison has isforme~ u~ that the Corps of Engineers ongoing flood study, conforms to the Caffey/Morrison report. In view of this and our conversation with Mr. Miller ail requirements have been fulfilled for development of the property to proceed except site plans and construction permits.
