Recently you contacted this office
review of plans from the City of Coppell with respect to SP 553. Based
on the conversation you had with Chris Behnke, P. E. of this office; it
appears that you desired to have less involvement in the review and
processing of these plans than usual.
Mr. Michael A. Martin, P.E. Assistant City Engineer for Coppell sent us
a letter which requests a permit for street intersections in the City of
Lewisville ( a copy is enclosed). We would like the City of Lewisville
and the City of Coppell to agree as to how these types of intersections
should be reviewed or approved prior to forwardin~ them to T~/DOT.
Please give us a copy of this agreement. We do not have any concerns
related to reviewin~ the request from either City, however, we are
concerned about approvin~ a intersection for one City which is within
the ~ity l{mlts o~ another. We need to know who ig going to maintain
these streets because the permission letter goes to that entity.
If you have any questions please contact Chris Behnke, P.E. at
(817) 387-1414.
Sincerely,
~lsom III, P.E.

RE: S.H. 121 Bypass

RECEIVED
Dear Mr. Elsom:
This letter is in reference to a conversation with Chris Behnke' regarding Street Cut Permits along
the S.H. 121 Bypass between Denton Tap Road and MaeArthur Blvd. I explained to Mr. Behnke
that there is a proposed residential development in the City of Coppell that will have streets
intersecting the eastbound frontage road in the City of Lewisville (see attached preliminary plats).
I asked Mr. Behnke if it would be possible for the City of Coppell to submit the Street Cut Permits
to TxDOT even though the streets will be intersecting in the City of Lewisville. He stated that he
did not think it would be a problem but that the City of Lewisville will need to be kept informed
of all street intersections in their City.
Enclosed are two copies of preliminary plats for the Vistas of Coppell Phases 2A, 2B & 2C. On
the plats three streets, which intersect Vista Ridge Blvd./eastbound frontage road of S.H. 121
Bypass, have been circled and labeled as A, B, & C.
As of this date, the engineering firm, Carter-Burgess has received a Street Cut Permit for
intersection B (Crestwood Drive/Vista Ridge Blvd.). In this submittal, Carter-Burgess is requesting
a Street Cut Permit for intersection A (Bella Vista Dr./Vista Ridge Blvd). I have provided
construction plans and traffic control plans as requested by TxDOT. It is expected that a Street Cut
Permit will be requested for intersection C (Lydse Dr./Vista Ridge Blvd.) when construction plans
are completed.
If you should have any questions or comments please contact me at (972)304-3679.
