C Dallas, TX 75204 Garland, TX 75043 (214) 871-3320 (214) 226-2967 HISTORY: The final plat for Villages of Cottonwood Creek VI was approved by City Council on December 13, 1994. TI~,ANSPORTATION: Parkway Blvd. is a C4D, four-lane divided street, built to standard in an 85 foot r.o.w. The extension of Parkway Blvd. to Denton Tap Road is forthcoming. Coppell Road is shown as a C2U, but is currently an unimproved two lane asphalt road contained within 1 I0 feet of r.o.w. '-' Item # 10 SURROUNDING LAND USE & ZONING: North - single-family; "SF-7" South - single-family; "SF-7" East single-family; "SF-9" and "SF-12" West - single-family; "SF-7" COMPREHENSIVE PLAN: The 1987 Comprehensive Plan shows multi-family uses here, although the rezonlng efforts of 1994 resulted in single-family use as most appropriate. DISCUSSION: The purpose of this recreational center is to provide a community pool for the residents of Village at Cottonwood Creek, Section VI residential subdivision. The recreational center will be used only for swimming purposes. Consequently, the center will be operational only during the summer months and closed the rest of the year. The homeowners association will maintain the recreational center and residents will be able to access the area by a coded card. There will be no lifeguards, residents will swim at their own risk. Signs will be posted explaining the rules and regulations of the recreational area. The proposed pool will measure 1,800 sq. ft. and no more than 40 people would be able to swim at one time. When fully developed, the Village at Cottonwood Creek, Section VI subdivision will have approximately 180 homes. Many of the homes will have pools in their backyard, therefore, the intent of this community recreational center is to provide pool access for homes without swimming pools. The applicant believes that most of the residents will walk or be dropped off at the community recreational center. On the site plan, the applicant is showing 1 handicapped space and 7 regular parking spaces. Coppell's zoning ordinance does not have a parking requirement for this specific use. The closest uses listed in the zoning ordinance are Community Center, Library, Museum or Art Gallery which requires 10 parking spaces plus 1 additional space for each 300 sq. ft. of floor area in excess of 2,000 sq. f~. and a Sports Arena which requires 1 parking space for each 3 seats or bench seating spaces. If approved, this would be the first community recreational center to be maintained by a homeowners association in Coppell. However, in other surrounding communities, many of the residential subdivisions do have similar recreational centers. The applicant has been personally involved in developing similar recreational facilities in Frisco, Plano, and Richardson, some providing even less parking in subdivisions of comparable density. RECOMMENDATION: Staff recommends approval of this planned development recreational center. Although parking may be questioned, the applicant will provide the Commission with statistics and figures which address the issue.
