I have received your information concerning the tonnage for the fittings associated with water
line construction along Coppell Road. I have reviewed the construction plans, specifications,
NCTCOG specs, City of Coppell construction details, etc. and it is my opinion that the tonnage
on this project should be 5.25 tons. My calculation is based on the following:
1. There are numerous items, especially 12 "x6" Tee's, included in your calculations which are
necessary for the installation of the fire hydrant assembly. That was a separate bid item and
was bid to be complete and in place. The pay item was full compensation for all materials,
equipment, tools, labor and any incidentals necessary to complete the work. Obviously, to
install a fire hydrant it has to be connected to the main line. Therefore, the fire hydrant
assembly, as bid on this project, was full compensation from the water main to the fire
hydrant.
2. You also included fittings for connections to existing water mains. Pay Items 16, 17, 18 & 19
for connections to the existing water system specifically states that it should include all
fittings to complete the work. At each of those connections you included a cross because
there was a new water line proposed to go opposite from the existing water line. Therefore,
in my calculations of the fittings I have only included the difference from a Tee to a Cross.
To connect the existing line to the new line a Tee would have had to be installed for the four
8 -inch connections and the one 16 -inch connection. So again, my calculations include not a
Cross but only the difference between a Cross and a Tee.
3. I have never included assessory packs as part of the tonnage on a fitting. However, in an
attempt to bring this to conclusion, I have included assessory packs, but only assessory packs
for the items that do not include fire hydrants or connections to existing mains.
The following are the items of which I have included in my calculations:
1. 1 12 "x6" Tee You included 18 additional 12 "x6" Tees, but
those are located on fire hydrant assemblies.

contract. There is no basis in your letter to justify a request for additional time. I would call
your attention to the Standard Specifications for Public Works Construction North Central Texas
Council of Governments Item 1.36 Delays, extension of time, liquidated damages which clearly
states "The contractor shall be entitled to an extension of working time under this contract only
when claim for such extension is submitted to the owner in writing by the contractor within 7
days from and after the time when any alleged cause of delay shall occur and only then when
such time is approved by the owner. " It should also be noted that the Standard Specifications of
the Contract Item 1.36 was amended to add the following sentence: "No extension of contract
time shall be allowed unless the contractor can demonstrate the delay cost an adverse impact to
the critical path and that loss of time cannot be made up by revising the sequence of the work on
the project." Based on the contract, something should have occurred between August 7th and
August 14th which caused you to believe that an additional 14 Calendar Days was justified.
Please specify what occurred between August 7th and August 14th, that is 7 days prior to the
date of your letter, that would justify an additional 14 Calendar Days being added to the contract.

Attached you will find a complete breakdown of the fittings utilized on the referenced project in
the construction of the 12" water line.
It is our understanding that this information has been presented previously via letter dated
February 7, 2000, and while no written response has been provided, we have been told that some
of these fittings are subsidiary to the fire hydrant item. We have attached a copy of the
specification for the fire hydrant item. It clearly states that the hydrant assembly includes the
hydrant, the gate valve and the short nipple between the hydrant and valve. The connection to the
main is not addressed and, therefore should be paid utilizing the fitting item.
Our tonnage of fittings at this time is 12.244. Please initiate a change order to cover payment for
this work. Additionally, this additional work required additional time to complete. Please add 14
calendar days to our contract to cover this time.
