Please find attached an alternate proposal, which includes a combination of your alternatives, for your review prior to our Friday, November 18, 1988 meeting, at 1:30 p.m., at your City Hall. Ratliff ~/; City Manager / ADR/lr attachment ALTERNATIVE PROPOSAL As used in this proposal the term "area in question" shall mean that area east of Denton Tap Road and north of Denton Creek. In the final agreement this area will be marked on a map attached as an exhibit. The term "water line" as used in this proposal shall mean that water line located in the corporate limits of the City of Lewisville that runs through the area in question and along the boundary line between Lewisville and Coppell. Such water line shall be marked on the map attached to the final agreement. The "sewer line" as used in this proposal shall be marked on the map attached to the final agreement. SERVICE TO AREA IN QUESTION: As the area in question develops Coppell shall have the right to make unlimited connections to the water line in order to serve the customers of the area. At each connection Coppell will install or cause to be installed a water meter. Such meters shall be installed by Coppell outside the spine road right-of-way in accordance with City of Coppell standards. Such meters shall remain the property of the City of Coppell and shall be serviced by the City of Coppell. Lewisville will supply Coppell with sufficient water to serve the customers of the area in question through these receiving meters. WATER CHARGE: Lewisville shall bill the City of Coppell monthly at the rate of $0.80 per 1,000 gallons of water actually used based upon readings from the water meters. The final agreement will outline a procedure for meter reading and verification by both Cities. Coppell shall coordinate and inform Lewisville before installing any additional fire hydrants on the water line, however, installation of fire hydrants and other connections for fire service on the Coppell side of such meters shall be of the discretion of Coppell and pursuant to the City of Coppell ordinances, fire codes, and regulations. The City of Coppell shall be responsible for the meter and all facilities on the Coppell side of the meter. Lewisville shall be responsible for and shall service all facilities and lines up to the meter. SEWER SERVICE: The City of Lewisville will accept sewer service from Coppell generated by customers in the area in question and will bill the City of Coppell monthly at the rate of $0.98 per 1,000 gallons. Such billing shall be based upon reading the water meters serving the area, except those water meters installed for irrigation purposes only and meters set up for fire service only. The City of Coppell will impose on its customers the industrial waste requirements and regulations in accordance with any ordinances and regulations of the City of Coppe11. GENERAL PROVISIONS: At such time that the City of Coppell, at its discretion, shall determine that it is more economically feasible for the City of Coppell to serve the area in question directly throuEh its water and/or sewer system, Coppell shall have the option of terminating the agreement and the City of Lewisville will cooperate with the City of Coppell in working-out such a change over.
