Attached for your review and comment is one set of Water and Sewer Plans for
the Vista Ridge project. As you know, a portion of this project is a part
of the City of Coppetl.
Please provide your standard reviews regarding the requirements and
standards for the City of Coppell. Ginn, Inc.'s opinion letter is on file,
regarding the difference in standards between Lewisville and Coppell.
Special to this "application" is that improvements are in the ground. What
we need, in addition to the standard review, is a review on the feasibility
of separating the water and sewer system to service our jurisdictional
limits only. That is "disconnect" the water and sewer from the project
Vista Ridge, and "reconnect" to the City of Coppell's system. This is one
of the options that we are looking at; that we service our City limits in
Vista Ridge.
Streets and drainage should be straight forward following City limit lines,
but we should re-evaluate that also. However, floodplain management of
Denton Creek, needs to be looked at carefully since FEMA approval and the
development went in under Lewisville regulations.
By copy of this memo, I am requesting that Ginn, Inc. provide a work order
for the preliminary design phase of this endeavor so that I can determine
the direction for that phase of this review effort. That work order should
include the consideration of development demands that these tracts (with
current zoning) will place on the water and sewer systems. I will be
seeking the assumptions used by Vista Ridge and the City of Lewisville for
review.
Since this is out of sync with the regular monthly process, Shohre and I
will convene a session of the DRC on this Project review, shooting for 8:30
a.m. on Wednesday, October 19, 1988. Related to that, we will be making a
"page 2" to the DRC Process and meetings that will carry other development
requests, such as this.one, that are not a part of the platting and zoning
requests. This is to be done to get the full value of all related staff
members' knowledge and comments.
Shohre and/or I will be coordinating that part of the meeting with Taryon as
a participant from the Planning and Zoning records and perspective.

Information Received From The City of Lewisville
This memo is to inform you that I received the information requested
from the City of Lewisville on August 17, 1988 (see attached memo).
The letter of transmittal received from Steve Bacchus (see attached
letter) provides information which eludes to the plans and plats
which will be in my office for your review. Some of the other
information such as the water rates is attached and a letter
concerning the wholesale water and sewer rates.
I suggest that after you review the material we schedule a meeting
for October 11, 1988 at 10:00 a.m. If this time is inconvenient
please advise.
