Box 478 Coppell, Texas 75019 RE: WHOLESALE WATER & SEWER RATES Dear Frank: The 1988 Water and Sewer Rate Study performed for the City of Lewisville Water and Sewer System is enclosed for your information and review. The Study explored both the "Cash Method" and "Utility Method" for wholesale rate determination. The method accepted by the existing wholesale customer, the City of Highland Village, is the "Cash Method." The Dallas Water Utility has verbally approved changing from the contraCtually required "Utility Method." The formal acceptance is in process. Therefore, the "Cash Method" rates have been enacted for all Lewisville wholesale customers. The water service will be billed on a two tier rate. A fixed demand charge of $88,031 per MGD per year with volume charge of $0.76 per 1,000 gallons of metered usage will be in effect October 1, 1988, for wholesale water service. The wholesale sewer rate is set at $1.84 per 1,000 galons. If service is provided on a retail basis to customers outside the city limits of Lewisville, a rate model will be set-up with basically the same structure as inside the City, but including compensation for line costs, etc. Please review the methodology and forward any questions.
