Box 478 Coppell, Texas 75019 Per the a~reement between Lewisville and Coppell regardin~ our mutual boundaries, this l~tter is to transmit the City of Lewisvllle's proposal for providing water and sewer service to the area to be released to the City of Coppell, north of Denton Creek. The enclosed proposal was to be submitted to you within 90 days from May 2, 1988, when the boundary agreement was executed (i.e. by July 30, 1988). Sincerely, City Manager CRO/tlw Alternative I Service Area: Service Type: Service Method: City of Coppell: City Limits North of Denton Creek Water and Sanitary Sewer Wholesale Contract Description: a. Water: Water shall be provided by the City of Lewisville via a wholesale contract with approval of the City of Dallas. The cost of delivery facilities shall be at the expense of the City of Coppell.' The City of Coppell shall be responsible for all design, construction, and financing of said facilities. Approval for said delivery and metering facilities shall be submitted to the City of Lewisville for review and written approval. The City of Coppell shall provide funds for actual engineering cost, design, construction cost, telemetry equipment, and initial utility services. The City of Coppell agrees upon final inspection and acceptance to convey title and rights-of-way of the delivery and metering facilities to the City of Lewisville. Resale of water outside of a defined service area, or any entity outside of a defined service area, shall be approved by the City of Lewisville and the City of Dallas. Wholesale rates shall be established by the City of Lewisville cost of service study. b. Sanitary Sewer: Funding for collection points shall be similar to item a. above. The quality of the discharged waste into the Lewisville system shall be the responsibility of the City of Coppell. IndUstrial waste requirements and surcharge calculations shall be determined by the City of Lewisville at designated metering points. The City of Coppell shall assume all requirements presented by the City of Lewisville regarding industrial waste generation. The City of Coppell shall be subject to all penalties regarding non-compliance of the waste stream at the delivery point. c. Fire Protection Service: Fire service from the existing 12" Lewisville main along the "Spine Road" shall be utilized for existing hydrant delivery only and reimbursement for water consumed shall be assessed to the City of Coppell. Additional fire hydrants and/or other connections to the existing main shall not be allowed. Any connection by the City of Coppell to existing hydrants shall require notification of the City of Lewisville's Fire Department within five minutes of the connection. Upon notification, the Lewisville Fire Department shall notify the Department of Public Services. The Lewisville Fire Chief and the Coppell Fire Chief, or authorized agents, shall calculate the gallons utilized by the City of Coppell and advise the Lewisville Finance Department for billing purposes only. On-site Lewisville verification of withdrawal from the system shall be required. If additional fire protection service connections are required, the City of Coppell shall service the requirements from the City of Coppell system. d. Creation of Wholesale Contract: Alternative II Service Area: Service Type: Service Method: City of Coppell: East of Denton Tap Road and North of Denton Creek only Water and Sewer Wholesale-Modified All points of water delivery and sewer collection shall be metered in accordance to the City of Lewisville's requirements with approval of the City of Dallas. Exception: fire hydrants adjacent to Spine Road. a. Water: The water shall be delivered and distributed within the service area listed above via the City of Lewisville pumping operations, if feasible. Approved backflow protection devices shall be required on all connections. All payments a~sociated with the master meters shall be the responsibility of the City of Coppell. The City of Coppell shall agree upon final inspection and acceptance to convey title and rights-of-way of the metering devices and backflow devices. Sanitary Sewer: The sanitary sewer shall be collected and metered at designated points. Sanitary sewer discharge shall be the responsibility of the City of Coppell. Same as Alternative I, b. c. Fire Protection Services: same as Alternative I, c. d. Creation of WholeSale Contract. be Alternative III Service Area: Service Type: Service Method: City of Coppell: Creek only Water and Sewer Outside Retail East of Denton Tap Road and North of Denton a. Citizens within the City of Coppell would be within the retail service area of the City of Lewisville for water and sewer service only. All mains, meters, and appurtenances shall be the property of the City of Lewisville. Service to the consumer inside the City of Coppell would be provided by the City of Lewisville. Billing of the service to the consumer would be from the City of Lewisville. All fees and rate structures would be determined by the City of Lewisville. Maintenance of the system within the City of Coppell would be that of the City of Lewisville. b. Sanitary sewer requirements would be controlled and maintained by Lewisville. c. All ordinances concerning water and sewer requirements would be that of the City of Lewisville. i d. Creation of an outside retail contract shall be required.
