In connection with the annexation proceedings, the City held public hearings to establish the existing zoning and reinforced those decisions by adopting a new Official Zoning Map in 1991 as part of Ordinance 91500, the current Zoning Ordinance. TRANSPORTATION: Denton Tap Road is a P6D, a six-lane divided (120 foot r.o.w.); currently, a mo-lane roadway; the S.H. 121 Bypass will be built to freeway standards with access roads in 450 feet of r.o.w. Item # 8 SURROUNDING LAND USE & ZONING: North - vacant; City of Lewisville South - vacant; Denton Creek East - vacant; Highway Commercial "HC" West - vacant; Planned Development "PD-133 FP, HC, SF-12, SF-9" COMPREHENSIVE PLAN: The 1987 Comprehensive Plan shows this property outside the boundaries of the planning area. DISCUSSION: While action on the proposed preliminary plat is not totally dependent upon the results of the companion rezoning request, the applicant may wish to reconsider the plat based on the decision regarding rezoning. If the zoning requires a 50-wide buffer along 121, the plat will need to show it. With or without this stipulation in the zoning case, the City can require a street connection across the drainageway on the west side of the tract. Without a street connection, there will be no convenient access between the proposed homesites and the proposed middle school, unless a hike-and-bike trail is constructed in its stead. RECOMMENDATION: Staff recommends either: Approval of the preliminary plat, subject to Engineering comments, with modifications to provide the 50'-wide buffer and access across the drainageway, or Disapproval of this preliminary plat and later consideration of a revised plat under the same application.
